Does it not compromise
with Passenger’s safety




1. DCW Patiala invited tender Works Contract No. DMW/ CME/08/2007 for rehabilitation of DEMU TM 4303 (BHEL) when DMW is also doing work of rehabilitation of traction Motor ? Why ?

2. When these motor were received in DMW ?

3. What for DMW hold these motors so long ?

4. Whether DMW keep informed concerned Railways and Railway Board for so long holding ?

5. From which Railways these motors are received.

6. Whether material to be used in rehabilitation, does not require any approval of RDSO or BHEL ? If DMW say no ?

7. Whether DMW has any authority letter from the Railways Board or RDSO ?

8. Whether DMW has provided any standard clause for items to be used new, in the contract ? If no, why ? Why RDSO approved material is used by DMW, if rehabilitate itself ? Why not if got rehabilitation work from out side agencies ?

9. Does any change mistakes in the advertised scope of work and conditions ?

10. What authority DMW has, to change advertised tender condition/ specification ?

11. Does it not favor some one ?

12. Does it not compromise with Passenger’s safety, without the knowledge of RDSO/Railways Board...?

13. Who will own responsibility of delay in required work so far and later on ?

14. Who will own responsibility in DMW in case of failure or substandard material used in rehabilitation of Traction Motor of BHEL by out side agencies ?
