Shri Bharat Bhushan Modgil belongs to Indian Railway Service of Mechancial Engineers 1972 batch. He entered the Railway Service after graduating from Indian Railways Institute of Mech. & Electrical Engg., Jamalpur as a Mechanical Engineer. He also holds degree in Production Engineering & Electrical Engineering. He has handled many important and challenging assignments as Addl. Divl. Railway Manager, Mumbai, Divl. Railway Manager, Vadodara, Western Railway and Chief Mechanical Engineer/South Western Railway.
Prior to joining Central Railway, he was General Manager, Rail Wheel Factory, a major Production Unit of Indian Railways at Bangalore. He underwent various trainings in USA & Europe. He attended 2nd Advanced Leadership Programme in Stern Business School, New York, USA in Oct.,2006. He is a keen golfer and an avid reader.

Shri Ravindra Nath Verma has taken over as General Manager, Western Railway on 30th December, 2008. Shri Verma joined the Indian Railway Traffic Service on 19th December 1973. He is an M.Sc. in Statistics from University of Allahabad and M.A. in Transport Economics from University of Leeds, U.K.
Prior to joining as General Manager, Western Railway, Shri Verma was GM of Metro Railway, Kolkatta. He was also holding additional charge as General Manager, Eastern Railway.
During his distinguished career, Shri Verma held various important positions such as Additional Member (Traffic), Advisor (Infrastructure) at Railway Board and also key positions in the Zonal Railways such as Chief Operations Manager, Central Railway (Mumbai), Divisional Railway Manager, South Central Railway at Secunderabad. Earlier in his career he had held significant positions as Executive Director in Railway Board and Director in the Ministry of Surface Transport, Government of India

In India two things are very common 1st CHALTA HAI and 2nd JUGADU even Times International magazine survey has endorsed this. These two words show the casual working and approach of us Indian even aftermath the tragic incident of terrorist attack in Mumbai. The political class i.e. the ruler, bureaucrat & we common man have ingest these words in our system so much so that we are not bother about the cold blooded killing of innocent citizens, suffering and trauma of injured and their near &dear. Is it not necessary now for us to retrospect why, where and how we went wrong? We should do this to plan our preparedness for near future attacks, fill the flaw in our security measures and book the negligent officers.
In the killing of 57 innocent passengers and injury of 97 others at CST station the approach of IG RPF B. S. Siddu is of a JUGADU as he managed the things to show the Railway Ministry that nothing went wrong as regard security at CST except the killing of 57 passengers and easy escape route for terrorists. May be the people sitting in Railway board had believed his version as CHALTA HAI but what about the soul of deceased passengers and sufferings of injured and other family members? Will they accept Shri siddu’s story? No they are demanding a through probe to book the culprit who did not provide adequate security in spite of having resources at their disposal.
The areas of probe are :
1. Is any emergency preparedness plan was available or security staff were briefed prior to 26/11 with both RPF and GRP to tackle arm intruder at CST or Other big stations of Mumbai? If no then who has to be penalized for this?
2. Why RPF staffs were not provided with INSAS automatic rifles when plenty of them are lying in their armory? Or It is only for those 8 to 10 Commandos who are protecting their chief Shri B.S. Siddu who is at great security risk in spite of being himself a trained IPS Officer and not the common people?
3. What pledge the security forces bear for their commitment towards their duty? Are they not supposed to protect innocent passenger instead of fleeing for their own life? If the brave like Jullu Yadav get honor for his heroic act the others should be taken up for their negligence.
It is a known fact that in some cases of crime Police do manage to get the things to suit their investigation. But Shri B.S.Siddu has exceeded his type of JUGAD or u can say managed the things by presenting it contrary to what was not a fact. The 3 RPF officers namely Sandip Kiratkar ,Kiran Bhosale And Atul Kshirsagar who were shown present by Shri Siddu when the Terrorist struck the CST Station and their participation in engaging the terrorist in gun battle pumping out more than 50 rounds seems to be loosing its ground. Sources revealed that these officers were not present at the time of terrorist killing at CST. They reached the spot when terrorist escape from CST. When Shri Siddu arrived at CST after the incident was over he called these 3 officers and the things were managed.
Here too the question of probe is:

1. Records of their presence at CST Station When the Terrorist attacked?
2. If we presume they were there at the spot, then why not a single round of these 3 officers hit the 2 Terrorist as they are young and trained officers? Furthermore both the Terrorists were not hiding behind any object they were seen freely moving at their will at all over CST Station and left CST Station by walking and not running.
3. When these officers were present at that time why they did not motivate the other RPF or GRP staff to face the Terrorist instead of fleeing away?
4. Why reinforcement were not sought by them from RPF Cash guard Office where at a given time 6 RPF staff is there for guarding duty? On that day Shri Kiratkar was looking after the charge of Cash guard RPF post. Even on phone they would have come to the rescue of these officers.
5. How and under what circumstances the Terrorists were not chased by these officers Who walked past platform no.1?
6. Why the Mumbai city police personnel who were there in good number outside the CST in front of Mumbai corporation H.Q were not informed about the escape of Terrorists.
7. Footage of CCTV showing Jullu Yadav firing at the Terrorist is there to show his involvement in engaging the Terrorist in the fight. Why not a single footage or photo of these 3 officers are there to show their involvement.
8. Sources also revealed that these officers were shown on record to save the skin by RPF Officers as on that day no one has noticed the footage of Jullu Yadav firing from the rifel of GRP nither he reported it to any body out of fear that he used gun of other constable and only after 4 days the footage of heroic of Jullu was revealed
9. Times of India Photographer Sebastean D’souza and eyewitness S.S Sharma, food stall owner at CST claimed that no one dared to confront or any counter attack from security forces were seen at CST.
10. Confessional statement of Arrested Terrorist Ajmal malik Qasab recorded by crime branch Mumbai also revealed that only one officer had fired at them at CST and they retaliated and gunned him down. This incident came to the notice now when photograph were released in Mid-Day of December 23 that the officer who fired at terrorists was Ambadas Pawar of Mumbai police Protection unit Ballard Pier.
11. Why Railway board has not confirmed the veracity of facts before rewarding Rs 5 lakh each to Sandeep Kiratkar And Kiran Bhosale and why Atul Kshirsagar was not rewarded? His name is there in the report too. This Money belongs to whom Railway Minister or any Railway officer?
This is not an ordinary crime related incident. This attack of Terrorist was an attack on Nation. Can we accept the JUGAD i.e. managing the things in such a sensitive incident? To whom the public ask all these to the corrupt politician. Aristocratic & Authoritarian bureaucrat?

B. S. SIDDHU - A NON RESIDENT AMERICAN

This IPS officer of UP Cadre is a very high profile officer presently working as IG/CSC/RPF Central Railway his stint in Railways always mar with some or the other controversies may it be his personal family related, medical related to brain, partisan in posting of his own man, distributing medals and reward even to the person who is working at his home, renovating his official flat to the tune of lakhs &lakhs of rupees, keeping number of black cat RPF commando with automatic INSAS Rifel, using official car of DSC Pune at CST and converting it into an AC, dismissing both General Secretary and President of recognized All India RPF Association on dubious charges, sending scores of Inspectors of Central Railway with their pet men to Haridwar to create pandemonium in the AGM of AIRPFA and last but not the least, recent controversy of role of RPF in providing proper security to the passengers either killed or injured in the Terrorist attack at CST.
Shri B.S.Siddhu is called NON RESIDENT AMERICAN as he had visited USA for number of times as it is being said that his mother stays there. But now since last 4 months the RPF staff is working relentlessly in 12 hours shift with very minimal rest or leave. In Mumbai itself around 60% of RPF staff is from out division transferred in last 2 years and they all want to visit their family but they are being denied their just right. On the contrary in spite of Emergency prevailed on Railways leave was sanctioned by Railway Ministry in all the big Vacation i.e. Summer vacation, Diwali vacation and now Winter vacation to enable him to take his kids for holidays to USA. But leave of the lower staff were refused on the name of bandobast during Ganesh Chaturthi, Dashara, Diwali and Christmas. This is also a controversy of Shri Siddhu regarding leave.

Posted as DG/RSC/BRC Mr. A. K. Vohra have been given the assurance that he'll be posted in open line which will be first available in near future. Last week Prime Minister have asked justification about lateral transfers from the Railway Board. Board has given the justication to PM regarding the lateral transfers on Thursday, dated 18-12-08.
Board while justifying the lateral transfers to PMO has also said that Mr. Vivek Sahay (NCR TO NR), Mr. R. N. Verma(Metro Rly to WR), Mr. B. B. Modgil (RWF TO CR) are outstanding(?) officers and are most needed there. By saying this board has shown distrust towards rest of the officers capability/eligibility. This so called untrustful justification of IRTS and in between special "biradari" is all planned n created by themselves.

26/11 AT CST, THE SHAME FOR IG/CSC/RPF/CR

Entire Central Railway HQ was sitting on the dump of explosive of 8 k.g. of RDX left by 2 terrorists in the night of 26 -11-2008, for almost 8 days unnoticed by any security agency either GRP or RPF who have been entrusted with the security of lakhs and lakhs of passengers both long distance train as well as daily commuters. If News of India TV has to be believed then it was revealed by this News channel that due to the mistake of setting up of wrong timing of detonation in the timer of Bomb by arrested Terrorist Ajmal Malik Qusab it did not explode at CST Station. As terrorist Ajmal Malik Qusab fixed the timing of detonation of Bomb in the timer at 296 Hours instead of 296 Minutes as planned by them. It means if the timing of 296 minutes would have been there the RDX would have been exploded by blowing up entire CST station and its Administrative buildings after 5 hours of their escape from CST Station.

Now the question here arise who is responsible for this terrible lapse? How & where the Railway security agencies went wrong? Was any emergency preparedness plan exists on that day with both RPF & GRP to tackle such a magnitude of attack on crowded CST Station? What was their action plan to resist the attackers? As 2 years back only Mumbai was rocked with series of Explosion in sub-urban local trains killing 184 daily commuters and there after why enough security measures were not taken to tackle magnitude of such attack. Where & how the Hard earned money of Tax payers were utilised in the name of bringing sophisticated weapons and Electronic Gadgets after the 2006 Explosion? And if security agencies acquired it why RPF staff were with lathis and a very few with out dated .303 Rifle instead of automatic arms.
The episode of non functioning of CCTV at main Station of CST where all the 58 passengers were gunned down and scores were injured, is still a mystery which has to be probed by some independent agency to fix the accountability. why there are no footage or recording of the vital evidence of how and from which direction the 2 Terrorist entered the CST Station, how they prepared themselves and launch the assault, as these footage have been a great help for security agencies in assimilating & improving the chances of weathering such an incident with minimum loss in the event of such attack in near future. In absence of this footage the fighting sprit of some of the Brave police men like GRP Inspector Shashank Shinde and Constable Ambadas Pawar of Mumbai police who lost their life at CST station at the hands of terrorists could not be captured. If CCTV footage record would have been there definitely the bag containing RDX would have been recovered at the same time.

When immediately after the incident all the higher officers of RPF & GRP have reached the CST Station why sanitization of the area was not carried out by them or they themselves are not aware about any such procedure like sanitization. If sanitization would have been carried out by these officers immediately the bag containing RDX could have been detected. It is again a matter of enquiry as how many training courses were attended by IGCSC/RPF/CR B.S.Siddhu in his 5 years deputation in RPF to keep the force members abreast with the changing warfare of Terrorists or the officers are immune from such training. What are the commitment of these officers towards their duty? Who is suppose to evaluate their work? Are they not answerable to any one? If not then at least they have their own consciousness and how could they sits at the top without realizing that due to negligence on their part 58 passengers became the victim of Terrorist attack and that too they were allowed to escape unhurt from Railway territory and still these officers are playing trumpet of their own glory and the glory of their other non performing subordinates on the death of 58 innocent passengers. This only could be called as shame and nothing else.

Socalled Imaandaar Mr. Sahay ki Imaandaari


Cash ke Badaley Niyukt Kiye Bihaari


General manager North Central Railway Mr. Vivek Sahay is a highly corrupt, arrogant, indecent and dishonest dictator. For becoming General manager Northern Railway he has appointed 147 candidates of Railway Minister in Railway in group D posts in last eight months .
Thus instead of giving bribe in cash he is doing illegal workers of the Minister under his unbriddled powers. Any appointment made without following due process of recruitment is against constitution. In order to fulfil his dream he's adopting this procedure to please the Minister.
Recently he has compelled Sr DPO/JHS to retire from Railway service on a petty issue of compassionate ground appointment of Jhansi Division. Mr Sahai wanted to appoint a candidate on compassionate ground who had given all falls and bogus certificates in his application.
The applicant had declared his grandmother as his mother his all the certificates bear different role numbers and Mark Sheets show different marks in original and the copies of duplicate mark sheet.
He compelled Sr.DPO/JHS to recommend his case against his wishes and later transferred him out of Jhansi to Allahabad. And thus humiliated Sr.DPO who consequently sought retirement after serving the Railway for more than 30 years.
Mr. Vivek Sahai in every departmental selection compelles the selection committee to pass his psychophant candidates. Which can be verified also. No officer of this Railway likes him and is praying God for his early transfer.

Railway officers to have biometric security system

New Delhi:-
The railways have drawn up a major plan to bolster its security by introducing biometric system for controlling access to its vital offices. The move has been taken keeping in mind the heightened threat from Terrorists and Naxalites.
The security aspect of the plan has also been urgently incorporated in the “World Class Station (WCS) project”. Bidders for this project over hectares of land area in Delhi have to ensure that every office in the multi-storied building has foolproof security.
Access to all vital railway offices will be controlled through the biometric system or smart cards, ensuring that only authorised officials enter them. These offices include the control room (from where all train movements are controlled and planned), the railways internet system, the PRS data base (which contains vital information on trains, passengers their identity and movement), and the cash reserve office (where between Rs 3.5 lakh and Rs 4 lakhs cash is handled in New Delhi every day).
There will be an electronic surveillance system on all floors of the railway building. The parcel areas are being segregated and large scanners are to be installed to scan each and luggage. Surveillance cameras and bomb detection equipment will be installed in the parking areas, according to a senior railway official.
To ensure that terrorists don’t enter railway stations, there will be strict security check at the peripheral entry of stations. The world class station coming up at New Delhi, which will be replicated at 22 other places, will ensure that entry and exit will be on separated floors. Keeping in mind stations are a public place, the authorities are providing a multi-layered security system, where some offices will be out of bounds for the public.

My dear Jitendra,
I happen to see your interview in Railway Samachar. It was pleasant to know that with your capability, quality, Capacity, Competence and Resources, you have been able to achieve so much. Please accept my congratulations and best wishes.
Since beginning you have been calling me ‘Bhisham Pitamah, Guru, ‘Elder Brother and also expert of data and Analysis. Since it is the formost Duty of GURU, to show right path, motivate for right directions and to give Guidance to his disciple, I could not resist the temptation to fulfil my Responcibility, and therefore this letter of mine. I am sure that you will as the ‘GUSTAKHI’ of elder brother and will not take it otherwise.
First of all- your question of contribution by Sr./Ex officebearers during last 20 years(incidently the last 20 is the entry of myself and Mr. Hasan in the Federation,hence we are taking of our contribution only and not of others). In fact talking of our own contribution is not good ourselves, whatever bad or good they have done only the coming time will tell as this is a matter of History. It is never good to tell about ourself instead allow others to speak about us. Still one credit I can definitely claim, that is- as a GURU- I could produce a capable, competent, qualified and knowledgeable DISCIPLE who as per his own claim, has been able to achieve so much and that also without any support.help or guaidance from any corner and when many persons were putting hurdles. That I was able to find such person and bring up such person from ‘NOWHERE stage or say ‘PATTAL’ and could bring up before everybody after making him competent,giving him every knowledge and information, is a most satisfying factor and I feel proud of it ans I feel that it is my greatest achievement and contribution.You may not attach any other Contribution in my name, but atleast you cannot take away this credit please do write this in your diary, this great achievement of mine, before my name.
Otherwise also, a citation letter/appreciation letter or a record of my Contribution in 5-6 pages, which was issued/published by you at the time of my retirement, is still a important treasure of my life, which I am keeping as a ‘GURU DAKSHINA’ to his guru from a disciple. But in view of the passing time,if you feel that citation letter has become of nil value, or you feel you had spoken untruth at that time, I am without any hesitation, willing to return back that piece of paper. However I don’t want to rewrite again about my contribution, mentioned in that as the same was the narration of a disciple for his GURU.
Now, being elder or say Guru, I woyuld like to correct yours few sayings-through your interview - so that atleast administration is not told wrongly, and you may corrwect yourself before much damage is done.
You have stated that:-
25% cadre was existing/available for the last 20 years, and that your seniors did not do much, hence the cadre lost a large number of vacancies in Gp.A. That the full cadre was of 720 and 250 vacancies of this were reduced to 180, which has been got increased to 412 by you and finally you are going to get get 50%(824 posts) in your presentation in PREM.
Truth is - 25% of the cadre system was never in existence earlier. It came in existence from 2000-01 only for the first time hence 180 vacancies of 720 cadre. In 1995, a total of 100 posts were given for all departments. Federation fought for and got 250 posts for 5 years were sanctioned. These were not reduced to 180 on account of post base roster as you say but on account of fear of increased stagnatin in the cadre of Gp.A. You know it very well-though you do not tell this to others- that evan today the vacanciesare not calculated on post based roster. Mentioning of 25% or 50% means itself that these are not on post based roster.
The principle of 25% was never accepted by yous so called seniors. Rather your ex.office beares, took benefit of that and were able to get 318 posts sanctioned for 2003 and 2004 exam years(They were able to prove that the number of Junior scale posts is 1273(25%=318) and not 720.
Evan your great achievement of 411 posts is based on this 25% (25%of 1647 JS posts). The only difference is that you were totally Ignorant of this fact till I gave you these papers(1858 JS posts existing)
After collecting this informationthrough my personal efforts (after I ceased to be office bearer in April 2005) and after getting it confirmed through RTI. We arehowever thankful- that on account of your status as Secy General-who else than Secy. Genral could have represented- and based on 25% of 1647, 411 posts were sanction.We could have got more posts for Engg and accounts also but we did not do it, Why we dont know.
You told many people that 50% cadre shall be granted on 5th Nov. after your presentation. Everybody was feeling to clebarate as D day. , though many of the people knew that PREM is not decuion taking body. I am now rightly told that a decision has been taken to constitute a committee for taking a decision about this.. I have already told you that on account of Federation activities, your sr.office bearers of earlier days were able to get one high lavel committee constituted of 7 EDs who submitted their report in 2001 only recommending 1680 posts in cadre and a share of 50% to Gp.B (840). This report was principly accepted also by the Board.. This is a little more than we are demanding, therefore the best way will be to get it implemented instead of making the issue debatable again.
The other great achievement of distribution of posts on stagnation basis (100%) you know it that your sr. ex. office bearers got it implemented and this is in existence for the last 16-17 years., first it was 25% stagnation posts and the 50%. The benefit of this system was to keep fraustration of Zones not getting any post in a year, under check and other was that manipulation in distribution was not possible, which is very difficlt in 100% . If however the distribution can be made rational and foolproof, There is no harm.One thing is sure that the concept was mooted by your so called sr.ex.officebearers only whom you blame have not done anything. It is now evident that all the credit of your achievements- 25%,50%,stagnation or whatever- belongs to your seniors only, and you just harvested the FASAL of their labour, which as a present officebeare you were supposed to follow.
Instead of lengthening the letter further,which can be discussed in some other forum later.But now let us discuss a very important aspect i.e. these very sr.ex.office beares at least have one very great and important achievement at their credit that they atleast produced people like you-capable,competentand knowledgable- and many others who can claim today of many achievements. But excuse me and don’t mind,if I say, that you-despite many achievements- have failed to produce any such future Jitendra Singh. Still you have number of years at your disposal, you can, if you wish, produce a capable heir, but please be warned, that persons may not ditch you, fail you and he may not call you incompetent in later years and should not all credit of your, himself.

IRPOF UNITY


All praise to God Almighty Who provided me with health, wealth, position and so many other things. I am seeing interviews/statements in papers, various e-mails and letters etc. where I find a lot of mudslinging and infighting which is not a healthy sign for IRPOF.

Mr. Bansal’s and my name has also been mentioned at certain places. As far as I am concerned you know as I stated at so many places that I have been on the peak for 14 years and you people and many seniors to you have given me lot of affection, love and respect. I am contended with that and I have no desire now to be above that position whatsoever it may be. I might have committed certain mistakes/taken some decisions which may not have brought results as expected but ‘to err is the man’ and I as the executive head of the Federation at that time I own the responsibility for all those things.

As far as Mr. Bansal is concerned nobody can deny the fact that he has contributed a lot to the Federation sincerely, I was on certain issues having difference of opinion with him but our differences did not surface and of course we referred these differences to our seniors with all the respect and obeyed their instructions. Mr. Bansal also might have committed certain mistakes, of course he is also a man, but as an executive of the Federation I own the responsibility for those mistakes also. Whatever the decisions right or wrong we have taken, in our view and according to our experience were in the interest of the federation. You know I am a religious person and I am accountable to God who knows my actions and my intentions very well. I seek His guidance to show me the right and straight path and forgive me for the wrongs I have done. It is according to His instructions only that I was and I am accountable to you also.

Certain persons have approached me to resolve this issue. I tried according to my competence and do not say that I have failed but I must accept that I could not get success. I am very much sure that such issues in a democracy can be tackled, controlled and solved by the people who are the members of the organization because they have got a say and the power to vote, whereas we seniors can only advice, suggest, pursue but cannot force our views that too in a democratic organization like IRPOF whose members are the experienced officers and back-bone of the railways.

My advice according to my little experience is that you people must come forward to discuss the issues at different levels and through certain very influential persons make the groups having infight or mudslinging to sit together and agree not to wash the dirty liniens in public otherwise the federation will be doomed and our future generations will suffer and curse us like anything. I am not shirking my responsibility by giving you this call but I feel that my this suggestion will be the proper course of action at this particular juncture. I am of course available for any help and advice whenever desired to save the federation. I feel that my only achievement was/is that the Federation which was recognized on paper was recognized practically and we all are taking the advantage of this recognition even today at apex level and zonal/divisional/units level. I am afraid that we are losing this practical recognition by our infight.

I once again seek your help and request you people to come forward and utilize your best of energy and influence to save the federation. May I further request you to pray to God to help me and guide me to right and straight path.

PMO has accepted the Railway Board proposal regarding the General Manager's postings and have accepted it as it is on today, 22-12-2008.
Concerned file came to the Railway Board today itself and GM'S Postings orders will be issued most propably tomorrow itself.
These orders would have been issued today itself but Secretary Rly Board, Mr. Matthew John went off from his duty early today and 'MR' is sittin in Patna thats why GM'S order could not be issued today.
Proposed DG/RSC/BRC Mr. A.K.Vohra have been given the assurance that he'll be posted in open line which will be first available in near future.
Prime Minister have asked justification about lateral transfers from the Railway Board.
Board has given the justication to PM'S office regarding the lateral transfers on Thursday, dated 18-12-08.
Board while justifying the lateral transfers to PMO has also said that Mr. Vivek.Sahay(NCR TO NR), Mr. R.N.Verma(Metro Rly to WR), Mr. B.B.Modgil(RWS TO CR) are outstanding officers and are most needed their.
By sayin this board has shown distrust towards rest of the officers capability/eligibility. This so called untrustful justification of IRTS and in between special "biradari" is all planned n created by themselves.

In order to clear extra rush of passenger traffic, Railways have further extended the running of Garib Rath specials Train No. 2909A between Mumbai Central – H. Nizamuddin to 07/01/09, Train No 2909B to 08/01/09 ex Mumbai Central and Train No. 2910A between H. Nizamuddin – Mumbai Central to 07/01/09 ex H. Nizamuddin.
Train No. 2909A Mumbai Central – H. Nizamuddin Special train will leave Mumbai Central at 16.15 hrs on 21,22,24,28,29,31 Dec, 2008 and 4,5,7 Jan 2009 and will reach H. Nizamuddin at 09.30 hrs, the next day. Train No. 2909B Mumbai Central – H. Nizamuddin Special train will leave Mumbai Central at 23.15 hrs on 25 Dec 2008 and 1,8 Jan 2009 and reach H. Nizamuddin at 18.00 hrs the next day. Similarly, Train No. 2910A H. Nizamuddin–Mumbai Central Special train will leave H. Nizamuddin at 17.55 hrs on 21,23,24,26,28,30,31 Dec, 2008 and 2,4,6,7 Jan 2009 and will arrive Mumbai Central at 10.45 hrs, the next day. WR’s EXCELLENT PERFORMANCE IN FREIGHT EARNING

Shri R.S.Chugh, Additional General Manager, Western Railway stated that WR has registered a record freight earning of Rs 392.08 crore during the month of November 2008, which is the ever best. Total earning through passenger, goods, parcels etc. is Rs 629.41 crore during the same period, which is also the best ever record.

MULTIPLE CORRUPT PRACTICES IN MEDICAL DEPTT. OF EASTERN RAILWAY

Involvement in multiple corrupt practices by Dr. Smt. Sanghamitra Chatterjee, Sr. DMO/BWN (IC) while staying constantly more than 15 yrs. at BWN/ER by manipulating CMD/ER through Dy CMD/ER Kolkata Dr. Mihir Chowdhury
It is a matter of fact that Dr. Smt S. Chatterjee has been found engaged in nos of malpractices and corruption while staying constantly for 15 Yrs. At Bwn.
The known charges against her are as follows :-
1) Unlawful occupation of post of in-charge of Sr. DMO/BWN by manipulation :-
Presently as per IRMS seniority list Dr. Smt. S. Chaterjee lies in the position of 1469. but by providing Dr. S. Chatterjee case and kinds to deputy CMD/ERly. (who is a known a collector of bribe even up to last CMD Dr. D. P. Singh) she has been manipulating and managing her position as in-charge over other three senior doctors whose position in IRMS seniority list are 903, 628, 556.
After 6th pay commission, as all the three medical officers entitled even for SAG as completion of 20 Yrs. of service Dr. Smt. S. Chatterjee who is 10 Yrs. junior to them and SG grade maintained her positions as in-charge of 3 of the senior doctors and their by doing all administrative work.
2) Corruption while doing work of incharge of health and sanitation of station and colonies of Bwn :-
As in-charge of health inspector she has duty to see cleanliness and supervising the work of health of station and colonies. She never visit’s coloney or stations. But by her health Inspector Mr. Yash (working even after 22 Yrs. at Bwn) she is getting huge bribes and cash regularly from him. All the health Inspectors posts of ERly are considered as head quarter post and deputy CMD H&FW Dr. M.Choudhury is looking after posting and transfer of them. As Dr. Smt. S. Chatterjee is a direct agent of deputy CMD H&FW, H.I/Bwn Mr. Yash regularly month wise pay deputy CMD and there by manages to stay more than 22 Yrs constantly at Bwn.
Some of illegal acts of HI/Bwn Mr. Yash who is working with the blessing of Dr. Smt. S. Chatterjee are as follows :
a) Mr. Yash collect cash payment of 50% of salaries of safaiwalla under him as more than 50% are not doing work and constant absent themselves from duty. After 6th pay commission every safaiwala who never attends duties regularly pays Rs. 3 thousands per month to H.I. Total income for corrupt H.I. goes beyond Rs. 1,50,000 just from absentee safaiwala of H.I.
b) Huge store materials are supply for example 60 tracks of bleaching powder, phinyle, neep, bagon spray, sweeping materials liquid soap etc. 30 cleaning items were supplied from DCS/HWH during last 22 yrs of services of H.I Mr. Yash at BWN. The 70% of whole store materials were soled in the open market.
The health Inspector has been confident while committing corruption because the total chain of medical dept that is doctor in-charge Dr. Smt. S. Chatterjee and deputy CMD who is the jonal in-charge of H.I. all are staying more than 15 yrs in same place and there by distributed the corrupt income proportionately.
c) Recently after the induction of private contactors under H.I the cleanness work of station Railway truck is schedule to maintain by private contractor where platform cleanness is being maintained by Railway staff (safaiwala) but actually in practice the works of private contractors are being completed by railway staff.
The payment of private contractors for their works is actually being mutually shared between H.I. doctor (in-charge) and Deputy CMD.
d) False signature of some staff during last 3 yrs are being practiced while maintaining few register of store and retail expenses. On cross examination the account of store of expenditure during last 20 yrs will clearly reveal how no account has been maintained for huge loss of railway revenues. Plain water with liquid soap is used as eye wash for the name of spraying of costly mosquitocide begon spray only to few quarters. Not a single quarter of Group-D and Group-C except railway union representive has yet received spraying of so called mosquitocide during last 20 yrs.
e) Health Inspector Mr. Yash has been found busy during the day of present working as a middle man while collecting huge interest of private loans to his staff working under him. The loans are being paid as local money lender through his agents during his 22 years constant service at Bwn.
The name of agents are :-
i) Lalan
ii) Chabila
iii) Pritam Singh
iv) Smt. Choki (wife of Shibpujan)
v) Ex SW Biklap
vi) Mithu [any staff on enquiry could easily identify the said agent of HI]
As the interest of loan are being paid regularly during monthly pay in cash HI Ghosh never allows his staff to collect bank payment by forwarding the letters. During bonus, arrear payment huge money are literaly snatched by HI through his agents.
3. Corruption while dealing with private contractor :-
Presently two conservancy tracks are allotted by medical dept private contractors for clean the garbage’s of station and colonies. Altogether 6 trips with 8 no’s of labour in each are schedule for his day. Unfortunately not even in a week tracks are found on duty of cleaning garbage’s is found at BWN. Deputy CMD (H & FW), Private contractors, H.I. and Dr. Smt. Chatterjee openly divide whole amount of payment among themselves with false account.
4. Deliberate indulgence of corruption for vested interest :-
HI/BWN Sri Indra Yash is there by found in a nutshell engaged himself the following corrupt practices under the support of Dr. Smt. S. Chatterjee.
He earns :-
a) More than one lakh. from his permanent or temporary absent staff in every month.
b) Selling store materials systematically.
c) From private contractors of station were private staff are engaged in track cleaning.
d) False trips of A/C of two conservancy tracks.
e) Huge no’s of staff who are engaged in house work, light work avoiding cleaning of drain and dustbins by obliging H.I. for example – Sw Bhaghat and Fsw Lakhi never seen in duty last 20 yrs. as there engaged in private house of H.I. at Bajepratappur, BWN where 3 stored building at busy place of BWN was purchased by H.I. in cash dealing of Rs. 20 lakh before 5 yrs.
5. Huge illegal income while conducting different medical test :-
A. Recently during G.M. Inspection all venders (around 400) are asked to attend Dr. Smt. S. Chatterjee for their periodical medical test. Dr. S. Chatterjee collected Rs. 400 from every candidate who has no medical complain but extract huge amount while found in minor disease for unfitness. Altogether Rs. 3 lakhs. being collected by Dr. Smt. Chatterjee with in a week.
B. Rly employees of category A3 and below like trackman of engineering dept are also forced to pay huge amount around of two thousand for passing there periodical medical Exam. Burdwan as a important junction having long jurisdiction with no’s of staffs of engineering signal electrical attend Dr. Chatterjee during last 15 yrs. of her stay for their PME. Smt. Dr. S. Chatterjee who earned more than 30 lakh from the medical test of Rly employees because she is alone entitled to conduct medical test by -passing the 3 senior doctors.
C. Income while diverting Rly employees and families to her Dr. husband at her Rly Quarter chember – Dr. Smt. Chatterjee never sees the patient even at emergency. Her husband Dr. B.K. chatterjee (whose photograph of name plate is attached) is instructed by her to deal the patient as private case. Dr. B.K. Chatterjee whose visit of Rs. 300 per case she duly and tactfully refers the Rly Cases to local famous nursing homes and collect huge commission. Her Rly Quarter how becomes a mini nursing home and chamber run by Rly. Dr. Smt. Chatterjee with her husband doctor B.K. Chatterjee.
The photograph (but couldn't paste in this blog) of her Quarter easily shows the nameplate of Dr. B.K. Chatterjee is bigger in size then the Rly. Dr. Smt. S. Chatterjee under whom the Quarter is allotted. The nameplate provides open advertisement for both Rly. as well as private patient, which is illegal.
Dr. Smt. S. Chatterjee while attends non Rly. patient at her Quarter fees are being collected by her husband who is a private doctor entitled to collect private fees. To make Rly law as useless her husband while on any enquiry against Dr. Smt. S. Chatterjee comes out as private doctor attending the patient not his wife. So in one sense Dr. Smt. S. Chatterjee getting huge amount as NPA but under gloaves of her private Dr. husband she is collecting of Rs. 1 lakh per month from private practice during her last 15 yrs. long stay in same Quarter every month.
6. Accumulation of huge disproportionate Assets :-
Huge amount of disproportionate assets are being accumulated by Dr. Smt. S. Chatterjee with the unlawful income. She has no’s of immovable properties same times in the name of her husband Dr. B.K. Chatterjee or herself. Her one of the resident at south Kolkata Santoshpur as well as no’s of land properties, Bank Balances, Gold will tell itself more then crores of rupees unaccountable assets accumulated by her 15 yrs stay at Burdwan.
7. Neglect of duties to Rly. Patients :-
As there are 3 doctors posted of BWN main health unit Dr. Smt. S. Chatterjee is never found seeing the patient regularly during duty. Remaining two doctors who are at list 10 yrs. senior to her literaly forced by her to see all patients with the guidance Dr. Smt. S. Chatterjee. They were being transferred previously by her out of BWN while they raised the demand of justice of seniority. With great difficulty the two doctors Smt. Rupa Mukherjee and Dr. P.K. Mondal managed to return back at BWN. Presently Dr. Smt. S. Chatterjee has been terrorizing the same doctors to follow her orders with humiliation and pain.
Dr. Smt. S. Chatterjee just stays one hour in her health unit to do non medical (treatment) works like doing sick fit, PME of Rly. Employees below A3, Medical test of Vander, collecting commission H.I. and contractors and for the name of Administration to keep her self out of station.
So, In a nutshell she never sees Rly patient at duty but directs all of them to attend Dr. B.K Chatterjee her husband with a fees of Rs. 300 who wants to be in her false sick list. It is an open secrete.
All senior medical officers at BWN are transferred with in 3 yrs except her who is staying more than 15 yrs. Recently while one doctor who is the senior most and join one year before does not ready to obey her corrupt direction she with the help of Deputy CMD raised some complain against him one the basis of complaint raised by false identity and sent to DRM, GM, CHD and there by manged to organized vigilance complain against him and there by desperately trying to transferring him out of Bwn like the previous Sr. Doctors until all of them allow her to involve corrupt practice.

NO TRANSFER OF DOCTOERS EVEN LAST 25 TO 30 YRS IN SAME PLACE


Complete violation of transfer rule in the case of medical officers & Health Inspectors in Eastern Railway by deliberate indulgences of corruptions by, authority, while allowing employees in retaining more than 15 years in same place.

In is a matter deep concern that only in Eastern Railway the administrative authority of medical department does not follow any of the rule of schedule of transfer in the case of officers & Inspectors. During last 20 years not a single Health Inspector is allowed to transfer from his place only because they regularly oblige zonal authority i.e. their incharge who is designated to look into the case – the Deputy CMD DR. MIHIR CHOWDHURY. As a matter of fact, as a deputy of Principal Head of Deptt. of Rly. (administrative capacity) in all department, Officers are transferred within three to four years. Dr. Chowdhury himself managed is his own post for last 14 years by manipulation. All the Inspectors are also staying in same place thereby, as all regularly oblige him with regular handsome bribe.

In the case of Rly. Officers of all department, 90% of officers are being transferred within 4 to 5 years but here in Eastern Railway 90 % of officers of medical department are staying more than 15 to 20 years. Even in adjoining Rly. Zones average officers (95%) in medical department are being transferred within four years.

It is also a matter of surprise while in the case of Senior Administrative Grade (SAG) all officers (95%) in other Railway Zone are being transferred where as in Eastern Railway they are allowed to stay in same place, same zone even of twenty five years by manipulation.

Dr. Shivaji Sengupta of B. R. Singh hospital, KOLKATA has been staying in same place for last twenty five years as well as the incharge of B. R. Singh Hospital – Medical Director Dr. Ghosal manage to retain in same zone in spite of promoting to SAG.

Except medical officers not a single case is seen in other department even of Eastern Railway. Many a times these officers of medical department raise the matter of their speciality of degree, which need them stay in B. R. Singh Hospital, Kolkata. But none of them even transfer within Kolkata in from B. R. Singh to Howrah Orthopedic Hospital. Divisional Railway Hospitals at Malda, Asansol, Jamalpur, Kanchrapara are being deprived of good medical officers of speciality cadre for last twenty five years as the doctors of kolkata manage their posting with manipulation of higher authority constantly. Even Doctor of same speciality in Kolkata / B. R. Singh Hospital never think of transfer to divisional Hospital even of as anesthetist.

Any independent enquiry could easily reveal this chain of corruption. As this cadre are not transferred from Kolkata, huge deal of money as deal of corruption also being made in dealing with private hospitals by referring the railway patients. Doctors in their respective Nursing home refer the Rly. patients where they regularly practicing for last 28 years.

Railway Board New Delhi is being managed by keeping completely unware of facts of breaking of transfer rule as per schedule by this local medical authority of Eastern Railway. These are following examples out of huge no. of cases of irregularities to justify the above allegation.

1. Dr. (Mrs.) Chumki Dutta : Sr. DMO/SG/BR. SINGH Hospital, Kolkata working for last
27 years in same place. Although as anneethesist every division of Eastern Railway post are being kept, she is not been transferred. From ADMO to Sr. DMO (SG) during last 27 years she is at B. R. Singh Hospital just by manipulating of higher authority.
2. Dr. M. Chowdhury : Work inspite of working at HQ as Deputy CMD for last 14 years not even transferred after promotion to SG from J. A. Grade.
3. Dr. Tarun Chowdhury : Sr. DMO/B. R. Singh / Kolkata in same place for 25 years.
4. Dr. Mrs. Sarbani Sengupta : Sr. DMO/SG/Liluah in same place for 22 years.
5. Dr. S. Raha : Sr. DMO/Liluah in same place for 22 years.
6. Dr. Mrs S. Raha : Sr. DMO/Liluah in same place for 22 years.
7. Dr. Supriya Behawal : Sr. DMO/Katwa/Bwn. He is in same place as Sr. DMO for last 26 years inspite of promoting to SG ( total three promotions).
8. Dr. Sibaji Sengupta : At B. R. Singh Hospital since ’86 even alter promotion of
SAG grade retaining in the same place. He is in same place for 25 years.
9. Dr. Beuty Sarkar : Sr. DMO/Liluah for 20 years.
10. Dr. Ashish Das : Sr. DMO/KPO for 20 years.
11. Dr. Rupa Mitra : Sr. DMO/B. R. Singh for 17 years.
12. Dr. Mrs. Barnali Roy : Sr. DMO/KPO for 16 years.
13. Dr. Rana Bhattacherjee : Sr. DMO, B.R. Singh in same place of 15 years.
14. Dr. Indira Jha : Sr. DMO/B. R. Singh/Koll for 15 years.
15. Dr. Gagadhar Manda : Sr. DMO/Sonarpur for 20 years.
16. Dr. S. G. Roy : Sr. DMO/Bandal to 20 years.

All the health inspector are working more than 20 years. Constantly in same place. Presently in all stations zonal authority made outsource arrangement where private health workers are allowed to clean platform a station Rly. track along with railway cleaning staff. As the health inspector are staying more than twenty years, owner of this contractor made understanding with him easily. As a result 90% work are made done by Rly. staff & payment is made shared between Health Inspector & Contractor. In same station both Rly. staff & private staff working for same type work. So the Rly. colony work is in poor shape due to diverting all staffs from Rly colony for station just to help the private contractor.

Large Amounts Have Exchanged Hands In The Proposed GM's Postings?

A panel is made for officers who have two years of service left. This rule is for the organization, as persons with lesser than 2 year of service will not be able to contribute much because of paucity of time. By lateral shifting the very principle is defeated. We are reducing the time available with the GMs.
If lateral shifting is to be done, then why Shiv Kumar, Ashutosh Swamy, V. K. Manglik, G. R. Vij or Ashok Gupta can be brought to Delhi. Are all of these incompetent people? If they are incompetent then system is responsible for bringing them to this post. In case of judiciary all the judges are of equal competence, none is more intelligent or less intelligent.
Absolute mockery is made of the entire system. 9 GMs waiting for posting, 3 making effort successfully for lateral transfers. All the work of railway has been brought to a standstill. Majority of these officers are either at Delhi physically of mentally they are entire day spending in speculation and planning pressures for their posting.
All the postings could have been made when they become due. These have been allowed to accumulate so that bargaining can be made effectively. It is heard that large amounts have exchanged hands in the proposed postings.

During recent terrorist attack on Mumbai, although at a open and public place, the existing security system Railway's having was efficient as any other five star business houses.
Let us become a little more efficient Railwaymen in all the fields and in every corner of the country and let us serve the nation and organisation on the path of growth and prosperity.

Who is responsible for the killing of 57 innocent passengers at CST main station

MUMBAI : We salute the 2 main hero of CST railway. Announcer Zende who alerted the passengers and Railway staff about the Terrorist and therby saved the life of 100 of passengers who would have been the target of bullets of terrorist. Even bullets were fired at him but it did not deter him to do his job of alerting the passengers as well as RPF & GRP staff. His act is parrelel to the heroic of courage and presence of mind as in such circumtances he stayed at his duty without fearing the bullet of Terrorist.
The 2nd hero of 26/11 at CST is Jhullu Yadav a head constable of RPF post CST (ADM) who had shown extra ordinary valour and courage to fire at the Terrorists inspite of very limited option as on that day he was on duty at inside gate of GM’s building adjacent to main concourse hall of sub-urban train platforms without Arms. He after hearing the annoucement and gun shot came out of his duty beat towards the concourse hall and finding the terrorists standing near the plat form 3 & 4 he flung one chair from TC office to distract the attention of Terrorist and then asked one GRP Constable who was there at TC office at that time with rifel to shoot at the Terrorist but since the GRP Constable was hesitant to shoot he snached the rifel from the GRP Staff and fired 2 rounds at the Standing Terrorists who back fire at him with volley of bullets but he hide himself. This heroic act of Jhullu Yadav is nothing but his commitment to his duty and to the Nation as a whole.
The other Railway staff icluding RPF and GRP who were either perished or injured seriously by the bullet of terrorists while doing their line of duty are also praise worthy as atleast they stand out boldly to face the bullet of Terrorists than to run away fearing for their own life. According CPRO/CR Shri Mudgerikar those who died to the bullet of Terrorists are 1. Inspector GRP/CST Shri Shashank Shinde 2. ACTI/CSTM Shri Sushil Kumar Sharma, Shri M. L. Chaube, Head Constable RPF/CSTM, Shrimati Harika Bai Lalji Solanki, Safaiwali, CSTM. The 7 other sustained injured including ASI/RPF R. N. Nashit, Hd. Const. RPF, B. N. Giri, Constable RPF Firoz Khan and one Pointsman.
But now the quation here arises as what and where it went wrong when we could not save the life of 57 innocent passengers from the bullets of Terrorists who thronged at CST Station Without being noticed by any one and killed so many passengers and seriously injuring double the number at their will and went out of CST with out any challenge from our security forces both RPF & GRP.
These are very important Questions about the goofed up security at CST on 26/11. On July, 2006 local trains were ripped apart by series of seven bomb blast and aftermath the security at various rly satation were tighten up and modernised Electronic gadgets were installed by investing crores of rupees .Even mordern Arms like Insas Rifel were acquired but what happened on 26/11 at CST.
The statement of the then GM Central Railway Smt. Sowmya Raghavan, reported in news paper when she, went on a round of the CST building on Thursday morning. “Railway stations are often vulnerable. The terrorists highly-sophisticated weapons whereas our system isn’t really foolproof to tackle a strike like this,” and similarly the statement of DRM Mumbai shri J .N. Lal that we need advanced weapons like the AK-47 to beat a terror strike like this . These statement to the press by Railway officials are nothing but to save their own skin. Even higher RPF and GRP officers always give press release that in absence of advanced weapon and electronic gadgets they are no match to the Terrorist who are armed with highly sophisticated weapons is nothing but to befool the people of this nation. As we have seen that a 52 year old head constable of RPF Jhullu Yadav who was Unarmed but due to his high moral and commitment towards duty and Nation did not deter him to face the Terrorist 1st by throwing a chair towards the Terrorist and later on snatching a rifel of other police man and firing on them.
A) As per the news paper report about 100 security personnel both GRP & RPF were there on 26/11 Senior divisional security commissioner of the Railway Protection Force (RPF) S. C. Parhi admitted that barely six of the 34 RPF personnel deployed at CST were armed on Wednesday night. “We do not provide weapons to all our personnel as some duties demand lathis to be possessed whereas some call for holding weapons. Also, the weapons used are pistols and revolvers, which are insufficient to deal with advanced equipment.” This statement to the press clearly shows that no one from RPF were With INSAS Rifel which was acquired recently. On that day only Jullu Yadav fired at Terorrist that too from the rifel of GRP. What About the other RPF & GRP staff Who were with Arms why they did not fight with Terrorists.
B) RPF is claiming that Inspector Sandeep Kiratkar and Kiran Bhosle had also fired at the Terrorists and they were rewarded Rs 5 lakh each by Rly Minster. But insider at CST revealed that These two RPF officers were not there at the time of Terrorist attack. Like the footage of CCTV showing Jhullu Yadav firing at the Terrorist is not there to show their involvement in engaging the Terrorist in the fight. Even though Times of India Photographer Sebastean D’souza and eyewiness S.S Sharma, food stall owner at CST claimed that no one dared to confront or any counter attack from security forces at CST. Morever if presumed that they were engaging the Terrorist then how the 2 Terrorist were allowed to walk past platform no .1 and they were not chased by these two RPF officers or why the mumbai city police personnel who were there in good number outside the CST in front of Mumbai corporation H. Q. were not informed. This non chase of Terrorist also resulted into killing of 3 ATS officers by the same Terrorist near Cama hospital. Sources even says that when the Terrorists left CST, RPF/IG/CSC B. S. Siddu came to CST & called these 2 officers and asked them to show their fight with Terrorist and these 2 officers fired in air to show that they fired from their arms.
C) In CST main station where the massacre of all the 57 passengers occurred too have quit a good number of CCTV camaras but so far not a single footage of that gruesome killing by the Terrorist is available. Why ? who is responsible for this ? Who is monitering the CCTV ? One staff is specially deputed at CST Main RPF Office to moniter as well as zooming and rotating the cameras what report he has given about the incident ? Where are the recording datas ?
If CCTV footage were properly monitered and movement of each act of Terrorist would have been captured then on the same day discovery of bag containing 8.5 kg. RDX would have been made. Who has to be blamed ? it is reported in the media that on that day some CCTV were not in working condition then who is responsible for this lackness as so important evidence about movement and killing by Terrorist were not captured in cameras ?
Sources in this matter revealed that on that 26/11 CCTV were in working condition but recording were stopped by Inspetor Kshirsagar’s men as nefarious activities are being carried out by them on long distance train .
D) What GRP was doing as they are suppose to tackel law & order problem on Railways ? It is being said that all most all the GRP staff ran away to save their own life instead of
fighting with the Terrorist.
E) why the security a CST was so lax inspite of knowing that it was on Terrorist target as lakhs and lakhs people are commuting every day from CST. GRP as well as RPF were aware of this fact but they did not bother to keep armed staff there.
G) Prior to 26/11 Is there any action plan prepared by higher officers of GRP & RPF to tackel an armed intruder entering in CST ? If yes why sufficient armed men were not there and any briefing were given to the staff as how to tackel such situation. If no then why inspite of threat all these security measures were not followed and who is to be blamed for death of 57 passengers.
H) The H.Q. of RPF is situated in parcel office building on platform no 13, IG/CSC/RPF Shri B. S. Siddu sits there every day morning, evening he passes through the area where 57 passengers were killed and scores of others injured on 26/11. Has he not noticed at any time the neccesity of armed men or any action plan to tackel any eventuality if any one enters there and start random firing or was he not aware about the security threat to passengers of CST ?
I) Why Shri B. S. Siddu required daily 8 RPF commando wearing black uniform with automatic Insas rifel ? Is he entitel to do so ? If commando is only for RPF officers then who is there to safe guard poor passengers ?
J) RPF is asking for more man power to tackel these Terrorist. Sources reveal that With IG/CSC/RPF shri B. S. Siddu in addition to these 8 commando one more officer of the rank of ASI is attached who is always with arms. Around 6 more staff are working at his resident & amonst them one is of the rank of Inspector. He has one official Ambassador car but he had taken one more Travera from Pune division and fitted Airconsitioner in it. If calculate the monthly expenditure on Mr. Siddu is more than 2 lakhs on all these staff Railway is paying.
k) On the night of 26/11 if you will see out of 5 RPF staff Including 1 dead 3 injured and one Jhullu Yadav all are above 50 yrs of age exept one Firoz Khan who is around 40 yrs. Now sources reveal that in all the possible RPF offices and post most of the young staff are either working as office staff or kept in plain uniform for nefarious activities.
If we look into the lapses on the part of GRP and RPF staff for their apathy in playing with the life of innocent passengers then, these Officers who had failed to protect the Railway passengers by not adopting suitable security measures at CST station on 26/11 have to face the criminal charges. Mearly riding on the back of heroic of Jhullu Yadav will not save them and they can not shirk their responsibility. Nation as a Whole want to know why they failed to provide security on 26/11. Criminal charges should be initiated against them so that others will learn lessons and such lapses can be avoided.
We want reply from GM, CRB and Railway Minister as they are directly responsible to the kins of killed and injured passengers. Giving clean cheat to these callous Security Officials means nothing else but protecting anti National elements.
I quote from Mid-Day Dated 4th december under the heading “Grave security lapse “ While the GRP and RPF were busy fighting to take credit for driving out the Terrorists, a bag loaded with 8.5 kg. RDX lay uncheked in the station. Nither was the unclaimed luggage screened nor was a sniffer dog was used to check for explosive. RPF Chief Security Commissioner shri B. S. Siddhu said “We had handed over the luggage to the GRP.” See the statement of chief of RPF who is supposed to protect the safety and security of Railway property as well as passengers. If joint efforts should have been there with RPF and GRP this grave lapse would have been avoided. As primarily RPF has got sniffer Dogs and CCTV in their charge if they are in any way concerned about the security at CST they should have gone with the exercise of these security check and the RDX would have been recovered on the same day. Such negligence are not sheer negligence but playing with the life of passengers and they should be booked under criminal neglegence section of IPC.

Dated 4th december under the heading “Mumbaiites are asking” If the Railway is rewarding Head Constable Jhullu Yadav Who stayed back at CST to fight the Terrorists with a rupees 10 lakh reward, what is it doing to punish the dozen armed policemen of the Railway Protection Force who fled the scene. What is the reply of Railway Minister, GM/CR and CRB.

Dr. M K Chowdhary Missguiding Vigilance

KOLKATA : Dy CMD/F&W/ER Dr. M K Chowdhary stated rly vigilance he purchased 2.5 katha land which he is staying adjacent to Saurav Ganguly residense cost at the rate of only Rs. 1500 per katha where as market rate is nearly Rs. 10 lac per katha. however CBI & Zonal Vigilance inquiry is going on under guidence of CVC and Rly B'd, but DG/RHS and GM/ER is not transfering him even his post is declaired highly sensitive by rly b'd vig. a year back and he is continue working in the same post from last 14-15 yrs. but board is unable to shift him inter-railway even many notes written by vigilance departement.

Many Docters have requested to 'Railway Samachar' that kindly take spacial care so that Dr. D P Singh, who is waiting for CMD post should not be repost back at Eastern Railway, Kolkata as lot of complaints has been lying against him Kolkata but he is trying very hard after staying in Delhi. at sick leave as his CMD post due in December. said sources. Sources also said that Dr. Singh have taken a very hefty amount from a medicin supplier and assured him that he must be posted as permanent CMD/ER so that he (suplier) will be awarded all most all supply contracts. Sources also said that the concerned supplier have gone to the court for his recoery from Dr. D P Singh.

Present CMD/ER Dr. Murti doing nothing regarding his re-transfer to Chennai but he has been assured by Dr. D P Singh to transfer back to Sourthern Railway. said sources. 'Raailway Samachar' following this subject constantly and send many sms and also talked to AM/Vig. and Member Staff to shift immediately Dr. M K Chowdhary, Dy CMD/E&W/ER, inter-railway because he is the main accused to harressing other doctors and staff even vig.and CBI inquiery going on against him, kindly take action as early as posible and not re-post Dr. D P Singh in ER but no any action taken by the board till date....?

Rly's finance & payroll function will be outsource

Railway's plans to outsource three more big contracts over the next few months. Each estimated to be worth Rs. 450-500 crores. The project will be for automating and integrating it's finance & payroll functions, materiel management and software - aided train scheduling. A Railway official said it will spend around Rs. 8000 croces on IT over next five years.

A Railway Board senior official told Railway Samachar' that Satyam has stood lowest among Infosys, TCS & WIPRO in the outsourcing IT contract worth Rs. 2000 crores to be awarded in the next few months.
