Large Amounts Have Exchanged Hands In The Proposed GM's Postings?

A panel is made for officers who have two years of service left. This rule is for the organization, as persons with lesser than 2 year of service will not be able to contribute much because of paucity of time. By lateral shifting the very principle is defeated. We are reducing the time available with the GMs.
If lateral shifting is to be done, then why Shiv Kumar, Ashutosh Swamy, V. K. Manglik, G. R. Vij or Ashok Gupta can be brought to Delhi. Are all of these incompetent people? If they are incompetent then system is responsible for bringing them to this post. In case of judiciary all the judges are of equal competence, none is more intelligent or less intelligent.
Absolute mockery is made of the entire system. 9 GMs waiting for posting, 3 making effort successfully for lateral transfers. All the work of railway has been brought to a standstill. Majority of these officers are either at Delhi physically of mentally they are entire day spending in speculation and planning pressures for their posting.
All the postings could have been made when they become due. These have been allowed to accumulate so that bargaining can be made effectively. It is heard that large amounts have exchanged hands in the proposed postings.
