WR REGISTERS RECORD GROWTH

IN FREIGHT EARNINGS DURING FIRST QUARTER

Mumbai : Western Railway has registered a freight loading of 14.52 Million Tonnes which is 38.2 % more as compared to the loading of 10.51 Million tone in the corresponding period of last year and also 22.3% more than the proportionate target of 11.87 Million Tonne. This is significant considering the recessionary trends observed by the industries all around.

Western Railway’s freight earnings have shot up by 48.38 per cent during the first quarter of the year 2009-10 .The Railway’s gross earnings have been Rs. 2007.86 Crore during this period as compared to Rs.1542.5 Crore last year.

During this period, among the major commodities, the increase in coal loading was 185.3 %, Iron and Steel 75 % and Cement 44.8 % .

Turnaround of Indian Railways


New Delhi : The Comptroller and Auditor General (CAG) of India on Friday , 24 July punctured Indian Railways. punctuality claims saying that even the prestigious. Rajdhani and Shatabdi trains reached destinations late on 53 per cent of their runs during 2007-08.

In its latest performance audit of the Railway Ministry, tabled in Parliament on Friday, the CAG said Indian Railways addressed punctuality solely as an operational aspect wherein trains handed over late by one zone to another were recorded as being punctual so long as they did not get delayed further. While the zones continued to report a healthy punctuality performance, trains repeatedly reached destinations beyond their scheduled time. Even prestigious Rajdhani and Shatabdi trains reached destinations late on 53 per cent of their runs during 2007-08. Punctuality was being incorrectly reported by the zones, the report said.

After conducting an independent assessment of punctuality of 568 trains across Indian Railways, the CAG found that on 79,122 out of the 1,45,886 runs, the trains reached their destinations beyond their scheduled time of arrival. Simply put, 54 per cent of these trains were running late. Also, on 30,487 runs, the delays were in excess of one hour, the CAG stated.

The CAG observed that the delays were more due to factors like engineering delays, signal failures, loco failures and miscellaneous reasons than due to external factors or untoward incidents. These delays lead to blocking the path of other trains thereby setting in motion a chain of delays apart from leading to increased fuel consumption towards maintaining the engine (both in the case of electric and diesel locos) during the period of delay and overtime payments to the running staff, the report said. And Rs 47.41 crore was incurred as extra expenditure on fuel consumption on 79,122 delayed runs. Out of these 79,122 instances of delayed runs, 23,247 were on superfast trains, including Rajdhani, Shatabdi, Jan Shatabdi, Sampark Kranti trains. During 2007-08, the 37 Rajdhani and Shatabdi trains that were reviewed reached their destinations late on 53 per cent (4,956 out of 9,378 runs) of the occasions, the report said.

The ministry, in its response submitted in December 2008, accepted CAG's view and stated that it was implementing the Integrated Coaching Management System which will provide real time and accurate reporting. The Railways stated that most of the factors adversely affecting punctuality of trains were beyond its control.

Hybrid coaches to be introduced in Duranto trains

New Delhi : State-of-the-art hybrid coaches with enhanced seating capacity will be introduced in the non-stop ‘Duranto´ class of trains which will be rolled out soon. Made of stainless steel, these coaches are light in weight and will have inherent design features like superior aesthetics, better ride quality and low maintenance cost. They would also have environment-friendly toilets, said a source in the Railways.

Railway Minister Mamata Banerjee had announced 12 such trains in her Budget speech. Later, replying to a discussion on the Budget in Parliament, she announced introduction of another two such trains and had said a couple of them would run within a month. “One of the rakes has already arrived in New Delhi station,” the source said. Eleven Durantos will originate from Delhi.

He said these hybrid coaches will have 12 per cent enhanced seating capacity. The exterior will have Rajdhani-like appearance. RCF Kapurthala will roll out 360 hybrid coaches during this financial year.
Game of the name

A rose can be called by any other name and still smell as sweet but rose has a nice ring in our ears. Just as Tollygunge does, conjuring up an area in our eyes. Uttam Kumar will do fine, too, though it reminds us not of studios that are mostly dead but of a superstar of yore whose memory is yellowing. Chances are you’re liable to forget where you want to get off if you see Uttam Kumar on the route map.

Then why not Raygunge? After all, there’s no one greater than Ray on the Bengali film firmament.

It took Sarathi Das, a woman in her 50s who does beauty treatment at clients’ homes, quite a while to comprehend that the Metro station five minutes away from her home would not be called Briji any longer. “But that’s what it is being called because it is so close to Briji Lane,” she protested. The mention of Khudiram, the new name of the station suggested by the railway minister, cut no ice with her. She is happy that the Metro will cut her commuting cost to Tollygunge. Er, Uttam Kumar.

Artist Partha Pratim Deb, however, feels Mamata struck jackpot by renaming Tollygunge station after Uttam Kumar. “Nobody remembers freedom fighters. Their names are exploited,” says this former teacher.

The new names for the four other Metro stations on the Garia extension are more arbitrary. Do we really identify Kudghat with Netaji Subhas, Bansdroni with Sahid Surya Sen, Naktala with Geetanjali, Garia Bazar with Kabi Nazrul Islam and Briji with Khudiram? These freedom fighters and poets — and one book of poems — are no doubt deserving of such honour, but the stations may feel a bit lost in their stardust-laden wake.

Original names are usually steeped in history with a story of its own to tell.

This is one reason human rights activist Maitreyee Chatterjee is dead against arbitrary rechristening. “Nobody calls Chowringhee Jawaharlal Nehru Road. Even Dharamtala’s name remains unchanged to people,” she exclaims.

Close shave. Thank ironclad habit, not the people.

Urban historian Debasis Bose has nothing against perpetuating the memory of celebs but worries that the new names will be misleading. Some old names already are.

“Netaji Bhavan is nowhere near the eponymous Metro station. The original Bhowanipore was more like it.” Why dump Sutanuti on Sovabazar? Recording the change was a waste of public money, he said. There is also the potential danger that some visitor to the city will read about Sutanuti and hope to see it around Sovabazar. All this reinforces the utility of the geographical link of a station name.

Earlier, when the Calcutta-Digha Express was introduced, there was a move to name it after the freedom fighter of Midnapore, Matangini Hazra. But for some reason trains cannot be named after human beings, however great. So instead of Matangini Express it was called Tamralipta Express. This explains why there is no train named after the Father of the Nation, nor after Rabindranath Tagore. The names do not feature in station signs either. Santiniketan could be called Gurudeb but no one has thought of it yet.

Streets are the most convenient victims of politicians’ rechristening zeal. Their names are changed from time to time, depending on the whims and fancies of the party in power and who it is trying to please. Convenience of the public or historical context be damned.

Perhaps such show of power comes naturally to the victor. After Siraj-ud-Doulah (also, delightfully, known as Sir Roger Dollar) sacked Calcutta and Fort William then situated on the site of the GPO, he renamed the burgeoning city Alinagar. Alipore still bears the burden of the pillage of Calcutta. It will until someone thinks of changing it.

Transport minister Subhas Chakraborty, whose party unleashed a bewildering flurry of street-name changes on this city, is not happy over the move to rename Garia Bazar Metro station Kabi Nazrul. He wants it to be named after Swami Pranabananda, the founder of Bharat Sevashram. The democratic way to do it is to hold a referendum in the area. No kidding.

The Tube in London is the oldest underground railway system that opened in 1863 and was one of the first to operate electric trains. It is the longest Underground route with 270 stations mostly named after the places they stop at, though there are wonderland exceptions like Elephant and Castle and Seven Sisters. The Underground in New York is no different.

British artist Simon Patterson has subtly parodied this matter-of-fact attitude. In 1992, he created the artwork, The Great Bear, which is lithograph on paper purchased by Tate Gallery. Using the official map of the London Underground, the artist replaced the names of stations with those of celebs and stars, politicians, actors and even philosophers. The Great Bear is, of course, the constellation Ursa Major, a direct reference to the “stars”.

Bengalis love to flatter themselves that they have a lot in common with the French because, apparently, the French are also as much adda-loving as they are, conveniently forgetting that they are a lot else. It is also absurd to compare the Paris Metro with its 300 stations to the one in Calcutta with 17.

The architecture of some of Paris’s elegant stations was inspired by the art deco movement, quite unlike our Metro stations, new and old, that resemble air-conditioned godowns. The walls of these storages are adorned with murals whose ugliness can be matched by none but the already existing Metro stations.

But the names of the Paris Metro stations are a mix of place names, neighbourhoods and landmarks plus names of celebrities and names of battles fought by France in the past. Many of these stations have been renamed, particularly after the world wars.

Academic Dhriti Kanta Lahiri Choudhury stresses the importance of the geographical link of a Metro station name. “Why not Jadubabur Bazar instead of Rabindra Sadan? Naming stations after great people does not boost their prestige.”

It sinks history. Tollygunge is called so because it is named after the Englishman Colonel William Tolly who dug Tolly’s Nullah. Garia’s origins are less clear but a distortion of garh (fort) is a possibility. Call them something else and the bloodline disappears.

Just as has happened with street names. What is now Abdul Hamid Street in central Calcutta was renamed twice. In 1784 it was known as Raneemoody Gully, famous for its taverns and wine shops, for which it had found a name for itself in Girish Chandra Ghosh’s play Prafulla. Later it became British Indian Street, and subsequently it acquired its current name.

Give us back our Raneemoody, the Capricious Queen, or whatever it means. We don’t care so long as time past is present in time present.

HEIGHT OF 40 PF OF WR
SUBURBAN Stn. TO BE RAISED

Mumbai : Following specific instructions by Shri R.N. Verma, General Manager, Western Railway has initiated the process for raising of platforms on its suburban stations on a large scale. Work of raising of 40 platforms has been sanctioned at 19 stations (See Annexure) at an approx cost of Rs.8.5 Cr.

There are a total of 139 platforms between Churchgate to Virar out of which 40 platforms do not have adequate height. The work of raising of the height of all these 40 platforms have recently been sanctioned. While the work of raising platform No. 1&4 at Churchgate, platform No.2&3 at Mahalaxmi, platform No. 1&2 at Elphinstone Road, Platform No.3&4 at Mahim, platform No.3&4 at Santacruz, platform No.3&4 at Vile Parle and platform No.1 at Nalasopara is under initial tendering process, the contract for the raising of platform Nos.4&5 at Borivali has already been awarded. The process for work of raising platforms at other stations is being initiated.

There has been a demand from the commuters to raise the platforms. WR had also received feedback from many commuters about this issue which was reviewed by the WR GM Shri R.N. Verma in a high level meeting. Looking at the inconvenience to the commuters on this account, it was decided to take up this issue on priority basis among the passenger amenities items.

Drawbacks of MRVC rakes

  • The legroom between the seats is minimal as a result of which it is very difficult for the passenger at the window seat to alight at intermediate stations since he has to ask all other passengers to move their legs a bit here and a bit there to make way to get out. The regular custom of 2-3 passengers standing between opposite seats is now totally impossible. This problem was there in WR's Millenium Rake too. I expected MRVC to rectify it but unfortunately that has not happened! This issue is more prominent in first class than second class.
  • There is no privacy for First class. Instead of the 4-5 feet high solid partition which was standard in the earlier rakes, these rakes have horizontal bars spaced a couple of inches apart. This will not be a problem in gents coaches, but in ladies coaches, it could be a cause of concern, because at night half of ladies FC becomes available for male commuters.
  • The partition between seats & doorway is solid only upto seat level. This will be a problem in rainy season, when the seated people will get wet due to rain coming from the door. WR's millenium rake too has such a partition & I am saying this from experience of millenium rake. There is need for solid metal at least for one & half feet above seat height.
  • Three grab poles in the doorway deny easy alighting/boarding when the train is crowded. I had guessed that this will happen the moment I saw the photos of doorway. Again, an example of unwanted changes spoiling the design. They should have stuck to the old design of having just one grab pole at the center of door.
  • The luggage rack which MRVC designed in "state-of-the-art" design has sharp edges. The design is bad. Gap between two adjacent bars in the rack is too high. Small items can easily fall off the racks.
  • Quality of newer rakes is worse than the initial batch. Paint has lost some of its gloss, and the coat of paint appears thin. As usual, the coach sidewalls are not smooth, instead they are wavy and uneven (in simpler terms, as smooth as the surface of the moon). The finishing of driving cab is horrible. Welding signs are evident all over, and near the cattle guard, the welding is extremely rudimentary. Paint has started peeling off in rakes which are just 2 months old. The new rakes start rusting within a month after manufacture, without a single drop of rain falling on them. The rakes do not feel like they cost Rs 20 crores. Definitely some money is being siphoned off by someone.
  • Fit and finish is horrible on the inside as well as outside.
  • For a tall person, even sitting is uncomfortable
  • Overall quality of the rakes is very bad. There have been instances of grab pole in the door breaking into two pieces!
  • There is no grab handle outside the door, which made boarding the trains extremely difficult.
  • The flooring in some coaches of the initial rakes was smooth. There was a risk of slipping on the smooth metal.
Improvements in the design:

MRVC collected feedback from the commuters. From that feedback the following changes were implemented in the rakes:
  • Providing grab handles outside the doors.
  • Removing two extra vertical poles installed near the door.
  • Replacing the present smooth flooring with chequered non-slip flooring.

MRVC had promised that leg room in all coaches will be increased by 10 cm. But that promise has not been fulfilled.

भावी प्रगति और लोकप्रियता की मजबूरी

रेलमंत्री ममता बनर्जी द्वारा कई लोकप्रिय कदमों की घोषणा और वित्तीय स्तर पर प्रभावित भारतीय रेलों के कामकाज के दबाव में चालू वित्त वर्ष के दौरान किए जाने वाले निवेश पर भा.रे. की भावी प्रगति और क्रियाशीलता तय होने वाली है. यह बात निर्धारित आयुसीमा पार कर चुकी रेल संपत्तियों के बदलाव के लिए आवंटित राशि को देखने मात्र से समझ में जाती है. ऐसी संपत्तियों (असेट्स) के रिप्लेसमेंट हेतु चालू वर्ष 2009-10 के लिए डेप्रिसेशन रिजर्व फंड को 1675 करोड़ से बढ़ाकर 5325 करोड़ रु. किया गया जबकि यह पिछले वित्तीय वर्ष 2008-09 में 7000 करोड़ रु. का था. इसके अलावा कैपिटल फंड, जो कि भा. रे. के रिजर्व को बढ़ाता है, को भी चालू वित्त वर्ष के दौरान कुल 4322 करोड़ रु. से घटाकर मात्र 642 करोड़ रु. कर दिया गया है जबकि गत वित्त वर्ष 2008-09 में यह 4965 करोड़ रु. था

तथापि केंद्र सरकार को दिए जाने वाले लाभांश को 768 करोड़ रु. से बढ़ाकर ५४७९ करोड़ रु. कर दिया गया है, जबकि 6वें वेतन आयोग को लागू किए जाने से भा.रे. भारी वित्तीय दबाव में है और दूसरी तरफ कैश sarplas sarplas में भी 3000 करोड़ रु. की कमी आई है. रेलवे के कैश सरह्रश्वलस में पिछले वर्ष 2008-09 के 17400 करोड़ रु. की अपेक्षा चालू वर्ष 2009-10 में घटकर १४२०१ करोड़ रु. होने का अनुमान लगाया गया है

इसके अलावा रेलवे का निवेश योग्य सरह्रश्वलस पिछले वर्ष 2008-09 के 13532 करोड़ रु. की अपेक्षा चालू वर्ष 2009-10 में ३६ प्रतिशत गिरकर 8631 करोड़ रु. रह जाने की संभावना है.

सच्चाई यह है कि पिछले दो वर्षों में रेलवे की वित्तीय स्थिति काफी तेजी से खराब हुई है. मगर देश के सामने पूर्व रेलमंत्री द्वारा लोक लुभावन और बनावटी आंकड़े पेश करते हुए लगातार वाहवाही लूटी जाती रही तथा स्वयं का विश्व के सामने मैनेजमेंट गुरु (?) और भा. रे. के टर्नएराउंड के अविष्कर्ता के रुप में प्रस्तुत किया जाता रहा. वर्ष 2007-08 में जहां भा. रे. की परिचालन लागत (ऑपरेटिंग रेशियो) इसकी कुल रेवेन्यू अर्निंग्स की 75.9 प्रतिशत
थी, वहीं वर्ष 2009-10 में यह ९२. प्रतिशत रहने वाली है. हालांकि पिछले वर्ष इसके तथाकथित मैनेजमेंट गुरु और टर्नएराउंड आविष्कर्ता ने यह आंकड़ा फर्जी तौर पर ७८ प्रतिशत बताकर देश को दिग्भ्रमित किया था जबकि गत वर्ष 2008-09 के लिए अब यह 88.3 प्रतिशत रहा बताया जा रहा है. हालांकि भा.रे. की इस खराब हालत के लिए 6 वें वेतन आयोग के लागू होने के कारण इसके बढ़े हुए वेतन बोझ को बताया जा रहा है.

रेलमंत्री ममता बनर्जी के अनुसार 6 वें वेतन आयोग की सिफारिशें लागू करने के लिए वर्ष 2008-09 में रेलवे को अपने कर्मचारियों के वेतन मद में 13600 करोड़ रु. खर्च करने पड़े थे जबकि वर्ष 2009-10 में १४६०० करोड़ रु. अभी उनके बचे हुए 60 प्रतिशत एरियर्स आदि को देने में खर्च होने वाले हैं. हालांकि 15800 करोड़ रु. के बढ़े हुए
बजटरी सहयोग के कारण रेलवे ने अपने योजना खर्च में 10 प्रतिशत की वृद्धि करते हुए 40,745 करोड़ रु. से चालू वि वर्ष में नई लाइनों और गेज कन्वर्जन की महती योजना बनाई है. ममता बनर्जी ने बताया कि जब उन्हें ज्ञात हुआ कि 11वीं पंचवार्षीय योजना में प्रावधान के मुताबिक भा.रे. को कम बजटरी सहयोग मिला है, तो उन्होंने इस मामले को प्रधानमंत्री के स्तर पर उठाया जिन्होंने तुरंत अंतरिम रेल बजट में प्रस्तावित बजटरी सहयोग से 5000 करोड़ रु. अतिरिक्त दिए जाने की मंजूरी प्रदान कर दी.

खानपान आउटसोर्सिंग समाप्त करना-कभी लागू नहीं होगा

रेलमंत्री ममता बनर्जी ने रेलवे खानपान सेवाओं, खास तौर पर पैंट्री कारों, की आउटसोर्सिंग समाप्त करने की घोषणा की है, और कहा है कि पैंट्री कारों को निकालकर उनकी जगह गाडिय़ों में एक यात्री कोच लगाया जायेगा जिससे काफी संया में यात्रियों को कन्फर्म बर्थ मिल सकेगी. ममता का विचार तो बहुत अच्छा है और इससे
निश्चित तौर पर कुछ हजार यात्रियों को राहत मिल सकती है. परंतु उन्हें यह कौन बतायेगा कि सिर के बाल मुंड़ा देने भर से मुर्दा हल्का नहीं हो जाता. जहां भा.रे. में प्रतिदिन यात्रा करने वाले करीब 1.80 करोड़ यात्रियों को आज भी पर्याप्त रुप से स्वच्छ और सुरक्षित भोजन-पानी उपलb नहीं हो पा रहा है, वहां गाडियों से 100-200 पैंट्री कारें निकाल दिए जाने से या यात्रियों की मुसीबत और नहीं बढ़ जायेगी? इसके अलावा जो सैंकड़ों करोड़ रुपया लाइसेंस फीस के रुप में निजी खानपान ठेकेदारों द्वारा भा.रे. को आज मिल रहा है, उसकी भरपाई कहां से की जायेगी?

'रेलवे समाचार' का मानना है कि भविष्य में होने वाली प्रगति और कई लोक- लुभावन घोषणाएं करके आम जनता को दिग्भ्रमित करना और इस तरह लोकप्रियता हासिल करने की pravritti से मंत्रियों को बाज आना चाहिए, योंकि यदि इस तरह की लोकप्रियता से दीर्घाविध राजनीतिक लाभ मिलता तो इसी तरह विश्व स्तरीय लोकप्रियता हासिल करके भा.रे. के टर्नएराउंड का ढिंढोरा पीटकर तथाकथित मैनेजमेंट गुरू बनने वाले पूर्व रेलमंत्री लालू प्रसाद यादव का उनके गृह प्रदेश बिहार में पिछले लोकसभा चुनावों में सूपड़ा साफ नहीं होता और उनकी जोकर छाप नौटंकी बंद नहीं होती. ममता बनर्जी यदि रेलवे खानपान सेवा सुधारने के लिए कड़े कदम उठाने की बात करतीं तो शायद इसका एक सही संदेश जाता, मगर आउटसोर्सिंग का कोई विकल्प तय किए बिना इसे समाप्त किए जाने की उनकी घोषणा सिर्फ हास्यास्पद साबित होगी, बल्कि इसे वास्तविक धरातल में वह अपने पांच साल के कार्यकाल, यदि पूरा किया तो, में भी नहीं उतार पायेंगी. यह तय है. जबकि इस darmyaaan दरयान वर्ष 2011 के मध्य में होने वाले . बंगाल के विधानसभा चुनाव जीतकर वह वहां की mukhyamantri मुयमंत्री बनने की तैयारी कर रही हैं.

रेल खानपान व्यवस्था की आउटसोर्सिंग समाप्त करने का मतलब होगा आईआरसीटीसी को समाप्त करना, जिसकी स्थापना ही इसीलिए की गई थी. इससे बेहतर यह होगा कि आईआरसीटीसी में गये रेलवे अधिकारियों की नकेल कसी जाये और वहां कर्तव्यनिष्ठ और ईमानदार अधिकारियों को नियुक्त किया जाये. जबकि अब तक स्थिति यह रही है कि यहां एकाध को छोड़कर अधिकांश अधिकारी भ्रष्ट और बेहद बेईमान किस्म के रहे हैं, या हैं. ऐसा होने के कारण ही इस क्षेत्र में स्थिति ज्यो कि त्यों है. बल्कि यह कहा जाये कि इन कुछ बेईमान अधिकारियों के कारण ही रेलवे की खानपान व्यवस्था की स्थिति और भी बद से बदतर हुई है, तो कोई अतिश्योक्ति नहीं होगी.
सीएससी/.रे. को विस्तार दिए जाने से बल
सदस्यों में आक्रोश, भूख हड़ताल की तैयारी


जम्मू : एक लंबे अर्से बाद जम्मू क्षेत्र में आल इंडिया रेलवे प्रोटेक्शन फोर्स एसोसिएशन (एआईआरपीएफए) की वार्षिक सर्वसाधारण सभा (एजीएम) 5-6 जुलाई कोसंपन्न हुई। सभा में एसो. के महासचिव श्री यूएस झा ने अपना कार्यवृत्तांत और कोषाध्यक्ष श्री धरमवीर सिंह ने अपना लेखा-जोखा प्रस्तुतकिया। सभा में बड़ी संख्या में सभी रेलों से आये जोनल संगठनों केपदाधिकारी एवं बल सदस्य उपस्थित थे। सभा की अध्यक्षता एसो. के अध्यक्ष श्री के. कलईअरसन ने की.

सभा में पूरे समय जोनल रेलों में बल सदस्यों के अकारण अंतरजोन/मंडल ट्रांसफर और उनके उत्पीडऩ सहित सीएससी/.रे. की प्रतिनियुक्ति को लगातार तीसरी बार एक साल के लिए और विस्तार दिए जाने तथा लगातार 6 साल तक उन्हें एक जगह बनाए रखने के प्रशासन के भेदभाव एवं पक्षपातपूर्ण तथा नियमों के खिलाफ निर्णयका मुद्दा छाया रहा। उल्लेखनीय है कि रेलवे बोर्ड ने सीएससी/.रे. की प्रतिनियुक्ति को लगातार तीसरी बार विस्तार देकर उन्हें मरे. में हीबनाए रखा है. इससे .रे. सहित सभी बल सदस्यों में भारी आक्रोश एवं असंतोष व्याप्त हो गया है.

सभा में प्रशासन के उक्त निर्णय के खिलाफ एक प्रस्ताव सर्वसम्मति से पारित कर कहा गया है कि यदि प्रशासन ने अपने इस भेदभाव एवं पक्षपातपूर्ण तथा नियमों के खिलाफ प्रतिनियुक्ति विस्तारके निर्णय पर पुनर्विचार नहीं किया और यदि वर्तमान सीएससी/.रे. का सेवा विस्तार खत्म करके उन्हें उनके मूल कैडर में वापस नहीं
भेजा जाता है तो इसके खिलाफ बल सदस्यों द्वारा देशव्यापी धरना-मोर्चा कर विरोध प्रदर्शन किया जाएगा। सभा में पारित प्रस्ताव में यहभी कहा गया है कि यदि प्रशासन का यही मनमानीपूर्ण रवैया रहा तो प्रत्येक जोनल एवं डिवीजनल मुख्यालय में बल सदस्यों द्वारा आमरण अनशन और भूख हड़ताल भी की जाएगी।

ज्ञातव्य है कि सीएससी/.रे. रेलवे बोर्ड द्वारा लगातार तीसरी बार दिया गया प्रतिनियुक्ति विस्तार भारत सरकार के स्थापित प्रतिनियुक्ति नियमोंके खिलाफ है। किसी को भी इसकी जानकारी नहीं है कि यह विस्तार किस आधार पर और किन नियमों के तहत यों और कैसे दिया गया है तथा इसकी ऐसी क्या विशेष जरूरत थी?

उल्लेखनीय है कि वर्तमानसीएससी/.रे. पिछले पांच वर्षों से लगातार अपने निर्णयों, बल सदस्यों के अमानवीय एवं पक्षपातपूर्ण ट्रांसफर्स, उनके उत्पीडऩ और बल निरीक्षोकों के ट्रांसफर/पोस्टिंग में भ्रष्टाचार एवं भेदभाव तथा
26/11 के आतंकवादी हमले के बाद उनके द्वारा की गई मेनीपुलेशंस के कारण हमेशा विवादास्पद रहे हैं.

मध्य रेल के हमारे सूत्रों का कहना है कि आतंकवादी हमले के मद्देनजर उनकी और उनके चापलूसों की काबिलियत पर विशेष अदालत ने जो टिह्रश्वपणियां की हैं और इस परिप्रेक्ष्य में अदालत द्वारा अलग से अपना निर्णय दिए जाने की जो बात कही गई है, उससे सीएससी/.रे. की काबिलियत और उनके नेतृत्व में यात्रियों की सुरक्षा के प्रति आशंका मजबूत हुई है. परंतु उन्होंने पूरी व्यवस्था को अंधेरे में रखकर अथवा बरगला कर अपनी प्रतिनियुक्ति में विस्तार करा लिया है. यह संपूर्ण व्यवस्था के लिए अत्यंत शर्मनाक है.' रेलवे बोर्ड का सुरक्षा निदेशालय इस विषय में कुछ भी कहने अथवा कोई जानकारी देने से लगातार कतरा रहा है.

दूसरी तरफ सीएससी/.रे. द्वारा अपने प्रतिनियुक्ति विस्तार के लिए खुशी मनाई जा रही है और उनकी इस खुशी में शामिल होने के लिए डीजी/आरपीएफ द्वारा मुंबई जाने के लिए विशेष प्रोग्राम बनाया जा रहा है. अब देखना यह है कि आरपीएफ संगठन द्वारा इसके खिलाफ पारित किए गए प्रस्ताव पर रेलवे बोर्ड एवं सुरक्षा निदेशालय या रवैया अपनाता है...?
रेल बजट से कंपनियां खुश

नयी दिल्ली : रेलमंत्री ममता बनर्जी के रेल बजट में घोषित की गई पब्लिक-प्राइवेट-पार्टनरशिप (पीपीपी) योजना से वैगन और कोच बनाने वाली कंपनियां काफी खुश हो गई हैं, क्योंकि उन्हें इस योजना के तहत अपने लिए असीम व्यावसायिक संभवानों नजर आ रही हैं। बमबार्डियर, टीटागढ़ वैगन्स, जीसॅप और टेक्समेको जैसी निजी क्षेत्र की बड़ी कंपनियां रेल बजट में घोषित डबल डेकर इंटरसिटी एसी कोचों को लाने और 18000 नये वैगनों के चालू वर्ष 2009-10 के दौरान रेलवे द्वारा खरीदे जाने की योजना से अत्यंत उत्साहित हो गई हैं और इसमें से ज्यादा से ज्यादा हिस्सा मिलने की उम्मीद कर रही है.

इस बारे में बमबार्डियर ट्रांसपोर्ट इंडिया के प्रबंध निर्देशक श्री राजीव ज्योति का कहना है कि विश्व स्तर पर हमारी कंपनी डबल डेकर कोच बनाने में अग्रणी है और जब भारत में डबल डेकर कोचों की यह प्रक्रिया शुरू होगी, हम इसके साथ ही खानपान सेवाओं में भी रेलवे की जरूरतों के मुताबिक अवश्य रुचि लेना चाहेंगे. उन्होंने बताया कि बमबार्डियर की निर्माण इकाई (फैक्टरी) बड़ोदरा, गुजरात में स्थापित है, जहां मेट्रो ट्रेनों के लिए कोचों का निर्माण किया जाता है. यदि भा. रे. से कंपनी को डबल डेकर कोचों का ऑर्डर मिलता है, तो यह कोच भी वड़ोदरा में बनाये जा सकेंगे, क्योंकि हमारे पास इसकी पर्याप्त सुविधा और ढांचा मौजूद है.

टीटागढ़ा वैगन्स के प्रबंध निर्देशक श्री उमेश चौधरी का कहना है कि वैगनों का ज्यादा से ज्यादा सप्लाई ऑर्डर पाने के साथ ही हमारी योजना रेलवे की पीपीपी योजनाओं में भी बड़े पैमाने पर भागीदारी करने की है. उन्होंने बताया कि इसके अलावा हमारी कंपनी ने ईएमयू एवं अन्य यात्री कोच बनाने शुरू कर दिए हैं तथा इस क्षेत्र में ज्यादा से ज्यादा प्रगति पर हम अपना ध्यान केंद्रित कर रहे हैं. उन्होंने बताया कि हमारी कंपनी टीटागढ़ वैगन्स, काचरापाड़ा, कोलकाता में स्थापित होने जा रही रेलवे कोच फैक्टरी में रेलवे के साथ संयुक्त उपक्रम के तहत यात्री कोचों के निर्माण सुविधा स्थापित करने के लिए प्रयास करेगी. उन्होंने बताया कि हम डंकुनी में लोकोमोटिव कमपोनेंट्स पार्क स्थापित करने तथा रेलवे की विश्वस्तरीय स्टेशन निर्माण योजनाओं में भी भागीदारी करने के प्रति अत्यंत उत्सुक हैं.

के.के. बिड़ला ग्रुप की कंपनी टेक्समेको, जो कि रेलवे के लिए विभिन्न प्रकार की मशीनों और फ्रेटकारों का निर्माण करती है, को भी रेलवे से अतिरिक्त बिजनेस मिलने की उम्मीद है. कंपनी के मुख्य कार्यकारी अधिकारी (सीईओ) श्री रमेश महेश्वरी को पूरी उम्मीद है कि रेलवे के विश्वस्तरीय स्टेशन प्रोजेक्ट में से काफी व्यवसायिक हिस्सा उनकी कंपनी को अवश्य मिलेगा. उन्होंने अपने इस विश्वास का आधार यह बताया कि उनकी कंपनी द्वारा पहले से ही दिल्ली स्टेशन के आधुनिकीकरण की योजना में काम किया जा रहा है और हम अब अन्य स्टेशनों के लिए भी बोली लगायेंगे. श्री महेश्वरी ने बताया कि हम काचरापाडा़ रेल प्रोजेक्ट के लिए अपनी ज्वाइंट वेंचर पार्टनर ऑस्ट्रेलिया की यूनाइटेड रेल की विशेषज्ञता को यात्री कोचों के निर्माण की इस महती योजना के लिए उपयोग में लायेंगे.

रुइया समूह की जीसॉप कंपनी के चेयरमैन श्री पी.के.रुइया ने कहा कि उनकी कंपनी वर्षों से रेलवे के लिए ईएमयू कोचों का निर्माण कर रही है. इसलिए उनकी कंपनी अपने दीर्घ अनुभव के बल पर इस क्षेत्र में अपना बिजनेस शेयर अवश्य हासिल करेगी. ज्ञातव्य है कि जीसॉप वैगन और कोच निर्माण क्षेत्र की एक पुरानी स्थापित एवं जानी मानी कंपनी है.

Mamata flags off ladies

KOLKATA : 19 july : Railways minister Mamata Banerjee on Sunday flagged off the first ladies special EMU train and 19 augmented 12-coach EMU services in Howrah division in West Bengal, in line with the commitment she made during her 2009-10 budget speech.

"This special ladies local train would ply between Howrah and Bandel station twice daily during the peak hours. It will help the women passengers of the Howrah division to travel comfortably during the office hours," Banerjee said during the flagging off ceremony.

The minister said the railways will soon inaugurate a station near Mandarmoni, a coastal tourism spot in the state, with a target to connect all major tourist destinations through rail.

"If we can focus on developing infrastructure, it will not only help tourism to flourish but it will create a huge employment opportunity for our future generations."

Banerjee said that there would also be a third line between Panskura and Kharagpur, two important stations in the South Eastern Railway (SER).

"There will be at least 120 special trains available during the coming pujas so that people of the state could easily travel during the festive season," she said.

Pre-Puja gift for Kolkata

Kolkata : July 18 : Metro Rail will outgrow Tollygunge Station on August 23, thundering southwards from the current terminus that will be renamed after Uttam Kumar.

The extension towards Garia — described by railway minister Mamata Banerjee as “a Puja gift” — will initially take Metro Rail another 6km till Birji, 2.5km short of the New Garia Station. “There is a problem of alignment for these two kilometres, which we hope to resolve soon,” Mamata said.

“Uttam Kumar used to shoot at the studios of Tollygunge. It is our tribute to him,” she said, referring to the rechristening. All the five operating stations on the stretch would be named after icons of Bengal (see chart).

One name on the list will make it imperative for commuters to utter the full name of two stations to avoid confusion while buying tickets. The Kudghat Station will be called Netaji Subhas, a prefix it will share with Netaji Bhavan (Bhowanipore).

Of the six new stations, five will be elevated — bringing the Calcutta Metro overground between stations as in Delhi.

The extension will mean that Tollygunge will lose its unique status as the oldest serving terminus of the Metro. Metro services had begun on October 24, 1984, between Esplanade and Bhowanipore.

On April 29, 1986, the services were extended to Tollygunge, which has continued as the terminus at the southern end till now. Esplanade lost its terminus status in 1995 when the services to the north started and Dum Dum eventually became the last stop at that end.

It will also mean that the taped announcement about Tollygunge being the “prantik” (terminal) station will have to be re-recorded.

“This (the Metro extension) is my Puja gift to the people of Bengal. The expansion started when I was railway minister and I am happy that it can be commissioned during my second tenure,” she added.

The Garia expansion project was scheduled to be completed in 2007 but faced an encroachment hurdle and was delayed by two years.

Ladies special

Mamata also announced that the first ladies’ special local train would start from Howrah on Monday. Officials said that initially, two would run between Howrah and Bandel during the morning peak hours and again in the evening.

Duranta Express, the series of non-stop long-distance trains announced in the rail budget, will start plying from the city in August. Initially, one train will connect Howrah and Mumbai and another Calcutta Station (Chitpur) and Delhi.

These trains will have only operational stops to facilitate change of engines.

RPF, RPSF urging Centre for more powers :DGP

Tiruchirapalli : Railway Protection Force (RPF) and the Railway Protection Special Force (RPSF) were continuously urging the Centre to give them more powers, including investigative powers, in order to enhance the security measures to the properties of the Indian Railways as well the travelling public, Director General of Police (DGP), RPF/RPSF, Ranjit Sinha said.

Addressing 'Dikshant' parade of 81st batch of RPF/RPSF recruits here today, Mr Sinha hoped that they would get adequate powers soon.

He said thanks to the sixth Pay Commission recommendations, the members of RPF/RPSF force were going to benefit to a larger extent which would enhance the efficiency of these two forces.

Later, addressing a press conference, Mr Sinha said after the recent terrorist attack in Mumbai on November 26 last, security measures had been enhanced further inside and outside the railway network areas.

Stating that Railway Minister Mamata Banerjee also was very keen to enhance the security measures of the Indian Railway system, he said it was planned to introduce Integrated Security Scheme (ISS) in all the Indian Railway stations for which the railway stations had been divided into three categories.

Under first category, ISS would be introduced at important railway stations in the four metropolitan cities besides cities like Bangalore and Hyderabad.

In category two, the ISS would be introduced at important railway stations in tier two cities and remaining railway stations would be covered under ISS in third category, he added. He said the Centre had earmarked a sum of Rs 350 crore to introduce ISS in 140 important railway stations at all the metros and the important cities of the country for the current year. The works under ISS had already commenced by ordering the equipment like Luggage Scanner, Bomb Detection
Device and Close Circuit Television, he added.

HYDERABAD : Municipal Administration Minister A. Ramanarayan Reddy has said the Maytas Infra “alone is ineligible” to participate in the fresh bids invited for the Rs.12,132-crore, 71.16-km Hyderabad Metro Rail project.

The rest of three firms in the earlier consortium led by Maytas, which bagged the contract to implement the project, that is Ital Thai, IL & FS and Navbharat, could, however offer their bids this time also but only by fulfilling all the formalities prescribed in the notification issued on Thursday inviting global tenders.

Talking to reporters here on Friday, the Minister said Maytas Infra had been barred from taking part in the tenders this time because it failed to achieve financial closure and deposit full amount towards performance guarantee after offering the lowest bid and leading the consortium.

No return

Mr. Ramnarayan Reddy said the sum of Rs.71 crore deposited by the Maytas Infra towards guarantees had already gone into the credit of the government and it would not be returned under any circumstance.

Out of this amount, Rs. 60 crore was deposited by the company towards the Rs. 240-crore performance guarantee prescribed at that time and Rs.11 crore as a token of the first instalment of the Rs. 31,000 crore profit promised to the government out of the metro rail project over a period of 35 years.

Nov. 15 deadline

The Minister affirmed that the entire process of finalising the tenders for the mega project would be completed and works grounded through a new consortium from November 15.

TVC : Train accident averted

Thiruvananthapuram : The passengers of the Rajdhani Express bound for New Delhi had a providential escape with timely action by the railway authorities following an information that the track was damaged as sand and metals under it were washed away due to the incessant rains. According to information available, the railway authorities received information at about 0010 hours that about 50 metres of the track was damaged due to flood waters which forced them to detain the superfast train at Kurukutty to avoid any mishap.

Following the incident, the Southern Railway cancelled many long distance trains, besides rescheduling many trains, official sources said.

The sources said the repairing of railway track was progressing on a war-footage and it was expected that the train traffic would resume normally by evening.

While the Kannur-Ernakulam Express and the Guruvayoor-Ernakulam Passenger trains were cancelled, the Thiruvananthapuram-Shoranur and Ernakulam-Shoranur passenger were cancelled partially, a release said here.

The SR had also rescheduled six express trains, including the Ernakulam-Bangalore inter-city Express, Enrakulam-Nizamuddin Mangal Express, Trivandrum-Chennai Mail, Kochuveli-Bangalore Express and Ernakulam Nizamuddin Express.
Clean up act: WR to fine, jail litterbugs

MUMBAI: The next time you decide to conveniently push a wrapper out of the narrow grille of a suburban train, splatter chewed paan aimlessly on a platform, or drop leftovers on the train floor, stop. Western Railway (WR) has decided to start a cleanliness drive where you can be fined, jailed or both, for any of the above offences.

Besides allowing the RPF to take action against offenders (after they are produced before a court), WR is is working towards empowering its staff-ticket checkers (TCs) and stations masters (SMs)- to get rid of filthy, smelly stations and locals.

The move comes close on the heels of a similar campaign launched by the Central Railway (CR). Long overdue, this comes after countless commuters SMSed their anguish over filthy stations and demanded that paan and gutka be banned on trains and station areas get cleaner.

After sending people to jail for trespassing on the tracks under Article 156 of the Indian Railways Act, officials said that they won't hesitate to do the same to litterbugs under Article 145(b). Under the Act, a commuter can be imprisoned for one month, fined Rs 250 or both if caught creating nuisance at railway stations.

"More than 500 text messages have come in from commuters complaining against dirty trains and stations. We will start with awareness drives and do not rule out arresting offenders as a last resort," said chief public relations officer, WR, S S Gupta.

At present, each train is washed internally and externally once in 10 days and swept every day. But the effect is lost in a few trips. Officials hope that since commuters themselves have expressed a desire for cleaner stations, the drive won't face resistance.

WR has also written to the BMC to authorise its staff under the cleanliness and sanitation by-laws to fine offenders. Gupta said the civic body has shown a positive approach. "If a commuter is caught littering, he can be fined anything between Rs 100-200 on the spot," said Gupta.
House panel to pursue Rly issues with Centre

BHUBANESWAR : Under attack from the Opposition for the last few days in the House over the mining scam issue, the Biju Janata Dal (BJD) members today sought to retaliate by criticising the Centre for its step-motherly attitude towards development of railway infrastructure in the State.

Raising in the issue during zero hour, Kalpataru Das (BJD) demanded that a House committee should be constituted to pursue the matter with the Centre.

The House committee should meet the Railway Minister at New Delhi and protest, he said.

Das said that allotment for different projects has gone down from Rs 949.34 crore in the last budget to Rs 715 crore in this budget. Stating that Orissa gives a revenue of Rs 5,000 crore to the Railways every year, Das alleged that the demands of the State are always ignored.

This is gross injustice towards Orissa, he said, adding that the meagre allocation in the budget this year will also adversely affect completion of railway line projects in the Naxalite affected areas.

Supporting his party colleague, Sanjay Das Burma said that a resolution should be passed in the House condemning such attitude of the Centre towards Orissa.

Several new railway line projects including the Khurda-Balangir project will be affected because of the meagre allocation, he said, adding that this will also have adverse impact on industrialisation of the State.

Time Table update

New Delhi : A meeting of the Time Table committee comprising officials of all zones is currently in progress at NDLS. The meeting concludes tomorrow.

A bird informs us that the MAS NDLS Duronto will be slotted in the MAS Raj slot - on a different day. This is of course, subject to agreement with other zones. There is news that some zones have requested a 20.00 hrs departure from MAS, which SR is reluctant - it would arrive at NDLS at 23.00 hrs or thereabouts.

The YPR PDY GR - There is a lot of confusion over this. Non-availability of slots between MS and VM mean that this cannot be operated on the SBC MS VM route - that would have provided a great night train for the ever congested MAS SBC route - if only it would be a week-end. The alternative of discontinuing the GR and running a conventional rake is also being considered.

Actually neither of them are lying: its the story of 5 blind men and the elephant all over again! Each person is "seeing" one side of the story and interpreting it to mean the whole.

When laloo quotes a figure of 90000 crores it is actually the sum of the surplus earned in the years he was railway minister. Mamta's figures of 8000 crore are what is left of the surplus right now!

The surplus - what is left of revenue after meeting operational and capital expenses - of every year is not really being transferred to the Consolidated Fund of India. The railways use this to meet their expenditure and earmark for new projects as well. And these kind of expenses dont remain the same every year: some expenses, like after the 6th pay commission implementation could inflate expense accounts for a year.

Either ways: 90K or 8K: there is no denying that the Railways is in a much better position now than it was in after the low of 2003.

50. Madam, despite the economic slowdown in the last financial year, the Railways loaded 833 MT of freight cargo which is a 5% growth over the previous year. Traffic Receipts grew by 11.4% to reach Rs 79862 cr. Even after having disbursed Rs. 13,600 cr. towards implementation of 6th Pay Commission recommendations the Railways were successful in generating a cash surplus before dividend of Rs. 17,400 cr. and after fulfilling their full dividend liability of Rs 4,717 cr were able to maintain internal generation for investment at Rs. 12,681 cr.

it is clear from above that gross revenue of Rs 79862 cr against the cgross expenditure of Rs 48000 cr generating a surplus of Rs 31000 cr in 2008-9 .even after paying the pay commission arrear & dividends , surplus remains Rs 12 ,681 cr .if pay commission would not have been there (which was not there in last 5 yr) surplu would have been Rs 25000 cr after paying full dividend liability

grew at 14 and 15 percent respectively. Total traffic earnings also
increased by 15 percent to reach Rs 71,645 cr. The cash surplus before dividend increased from the 2006-07 level of Rs 20,338 cr to Rs 25,006 cr

Now where is that surplus . naturally it is not in fixed deposit . only 8361 cr at present are with RBI in Railway account & balance has been invested in various planned & development project .earlier railway was borrowing from market & central govt for its developmental projects but now a days majorty was funded with railway own surplus.

Garib Rath Likely To Be Renamed

PATNA : Will former railway minister Lalu Prasad's dream train, Garib Rath, be rechristened? If sources are to be believed, senior railway officials are holding parleys with railway minister Mamata Banerjee in this connection. The Railway Board will take any decision about it only after getting go ahead from her.

Mamata's silence over the issue of running more Garib Raths, as announced earlier by Lalu, seems to have dropped enough hint that she was not going to announce any more Garib Rath on different routes. Lalu had promised to run Garib Rath on Sitamarhi-Delhi and Darbhanga-Jammu Tawi routes to cater to the needs of the common passengers from Bihar.

A board official, however, denied any such move right now. He said the Garib Rath has cent per cent occupancy rate yielding impressive revenue to the railways.

According to sources, the fully air conditioned Garib Rath, which was introduced on different routes under East Central Railway (ECR), has been generating a record earning for the railways. It was first introduced on the Saharsa-Amritsar route on October 4, 2006, followed by its run on Patna-Delhi, Patna-Kolkata, Jainagar-Delhi via Patna and Bapudham Motihari-Varanasi. However, contrary to its nomenclature, it was mostly elite passengers who benefited from the Garib Rath, sources said.

The Garib Rath, which was introduced with definite objectives, has the capacity to earn about Rs 10 to 14 lakh on each single journey, particularly on the Patna-Delhi route. Lalu, accordingly, introduced more Garib Rath trains on the Delhi-Mumbai, Delhi-Chennai, Delhi-Ahmedabad and many other routes. During his tenure, about 20 odd Garib Rath trains were introduced across the country, sources said.

A journey by this train from Patna to Delhi costs about Rs 578 in AC-3 to a passenger as against Rs 900 by other trains. But, how many poor people (garibs) are travelling by Garib Rath, asked a passenger. He claimed that the Jansadhran Express, which was introduced by Nitish Kumar as the railway minister, is popular among poor passengers.
Railways in talks with EMD
for technology transfer

Kolkata : The Railways is negotiating with Electo-Motive Deisel (EMD) of US, an erstwhile arm of US automaker General Motors, for technology transfer in manufacturing state-of-the-art diesel locomotives as part of a plan to add more horsepower (HP) to its engines. The strategy underlines the aggressive growth plans of Railways in the years ahead as it strives to fulfil the needs of one of the fastest growing global economies.

“Railways is in talks with EMD for advance technology to induct new locomotives which will have higher horsepower in the future,” an official Railways said.

EMD, one of the world’s largest builders of railway locomotives in terms of overall sales, was recently hived off as a separate company from its parent, the US automobile giant General Motors. Railways earlier had a 10-year technology agreement, which got over in 2006. In the aftermath of the US recession, the company is increasingly looking at India and the railways to scout for new business.

The Railways has been manufacturing diesel locomotives of 4,000 HP based on EMD design at the Diesel Locomotive Works (DLW), its dedicated facility for such engines in Varanasi. More recently, however, Railways has started manufacturing locos of 4,500 HP. By the end of 2009-10, DLW is likely to completely switch over to manufacturing such locos. The road ahead is to introduce locos of 5,000 or higher HP, for which the Railways is keen to source the best technology.

Last year, DLW produced its best-ever output of some 257 locos, including 80 EMD type. A majority of DLW’s production caters to the Railways with corporates, including power and steel companies, accounting for the rest. In addition to this, Diesel Loco Modernisation Works at Patiala has also been regularly taking up the job of upgrading older 2,600 HP locos into 3,100 HP ones.

The target is to upgrade a substantial part of the 5,000 locos in operation. At the same time, these locos are also being retro-fitted with advanced micro-processors.

सन्दर्भ : आपके द्वारा यात्री सेवाएं सुधारने और भ्रष्टाचार रोकने के संदर्भ में लिया गया आपका संकल्प.

महोदया,

निवेदन है कि उपरोक्त संदर्भ में आपके द्वारा रेल बजट के दौरान संसद में की गई घोषणा से उत्साहित होकर हम एक वास्तविक मामला 'एक टेस्ट केस' के तौर पर आपके संज्ञान में ला रहे हैं. इस मामले में आपके द्वारा की गई कार्रवाई और उठाए गए कदमों को देखने तथा आपके द्वारा की गई घोषणाओं की गंभीरता को आंकने के बाद हम भविष्य में भी आपको ऐसे अन्य कई गंभीर मामलों से अवगत कराएंगे.

महोदया, यह मामला चेन्नई मंडल, दक्षिण रेलवे के वाणिज्य विभाग का है, जो कि कुछ अफसरों और एक यूनियन विशेष की माफियागीरी के चलते पिछले करीब 20 सालों से भ्रष्टाचार का मजबूत गढ़ बना हुआ है. इस वजह से कुछ स्थानीय अधिकारी लगातार रेलवे को लूट रहे हैं या नुकसान पहुंचा रहे हैं, जबकि यात्री लावारिस भटक रहे हैं.

मार्च 2008 में एक ईमानदार महिला अधिकारी श्रीमती मनीषा चटर्जी (आईआरटीएस) को चेन्नई मंडल, द.रे. का वरिष्ठ मंडल वाणिज्य प्रबंधक (सीनियर डीसीएम) नियुक्त किया गया था. इस ईमानदार महिला रेल अधिकारी ने अपने कुछ महीनों के कार्यकाल के दौरान मंडल में व्याप्त भ्रष्टाचार एवं अन्य अनियमितताओं पर सख्ती से लगाम लगानी शुरू की थी. इनमें प्रमुख रूप से ट्रेनों में बेडरोल्स की सप्लाई को सुनिश्चित करना तथा कैटरिंग में व्याप्त अनियमितताओं और यात्री शिकायतों को दूर करना था.

महोदया, ईमानदार महिला अधिकारी श्रीमती मनीषा चटर्जी की इस ईमानदारी एवं रेल सेवा के प्रति उनके समर्पण का नतीजा यह हुआ है कि भ्रष्टाचार में शामिल न होने और मुख्य वाणिज्य प्रबंधक ï(सीसीएम/द.रे.) एवं मंडल रेल प्रबंधक ï(डीआरएम/चेन्नई) की प्रताडऩा के दबाव के बावजूद कैटरिंग स्टॉल धारकों एवं बेडरोल सप्लायरों से समझौता न करने के लिए उन्हें एक साल से भी कम समय में मार्च 2009 में सीनियर डीसीएम/चेन्नई के पद से हटा दिया गया. ईमानदार श्रीमती मनीषा चटर्जी को हटाकर अब उनकी जगह सीसीएम/द.रे. द्वारा अपने एक महाभ्रष्ट पिट्ठू को सीनियर डीसीएम/चेन्नई के पद पर बैठाकर खुलेआम रेलवे रेवेन्यु की लूट एवं भ्रष्टाचार का नंगा नाच शुरू कर दिया गया है.

महोदया, इस संबंध में दो पुख्ता मामलों का विस्तृत विवरण निम्नलिखित है, जिनकी जांच आप अपने स्तर पर करवाकर तुरंत इन भ्रष्ट और गैरजिम्मेदार अधिकारियों पर कार्रवाई करके व्यवस्था (सिस्टम) को दुरुस्त करने का संदेश दे सकती हैं. क्योंकि पिछले मात्र दो-तीन महीनों के दौरान ही श्रीमती मनीषा चटर्जी द्वारा पूर्व में किए गए सभी सुधारों को पलटकर और उनके आदेशों को निरस्त करके संबंधित लिनन सप्लायर/कांट्रेक्टर एवं कैटरिंग स्टालधारकों को सीसीएम/द.रे., डीआरएम/चेन्नई तथा वर्तमान सीनियर डीसीएम/चेन्नई द्वारा पूरी तरह से अभयदान दे दिया गया है.

1. पहला मामला चेन्नई मंडल के लिनन/बेडरोल कांट्रेक्ट का है. इस मामले में संबंधित कांट्रेक्टर के पास कुछ गाडिय़ों में बेडरोल सप्लाई का और कुछ गाडिय़ों के बेडरोल्स की धुलाई (वाशिंग) का कांट्रेक्ट था. यह संबंधित कांट्रेक्टर रेलवे द्वारा धोने के लिए दी जाने वाली चादरें और तौलिया अपनी कांट्रेक्ट वाली ट्रेनों में सप्लाई करता था और रेलवे की करीब 8000 चादरें एवं तौलिया खो गई बताता था. इस पर लंबे समय से कोई कार्रवाई द.रे. के वाणिण्य विभाग अथवा यह ठेका देने वाले विद्युत विभाग द्वारा नहीं की गई क्योंकि यह ठेकेदार संबंधित अधिकारियों का पेट भरा और मुंह बंद करके रखता था.

परंतु ईमानदार महिला अधिकारी श्रीमती मनीषा चटर्जी ने इस पर कार्रवाई शुरू की थी. श्रीमती चटर्जी ने संबंधित बेडरोल कांट्रेक्टर पर 8000 बेडशीट, 8000 पिलो कवर और 15000 तौलिया गायब होने के लिए कुल 19,96,७०० रु. का दंड लगाया और रेलवे के नुकसान की भरपाई के लिए कार्रवाई शुरू की थी. इसी प्रकार अपने कार्यकाल के दौरान उन्होंने अपनी जांच के बाद बेडरोल्स की सप्लाई में विभिन्न प्रकार की अनियमितताएं पाये जाने पर संबंधित कांट्रेक्टर पर 11 लाख रु. का अतिरिक्त दंड भी लगाया था. परंतु सीसीएम एवं डीआरएम ने उन पर भरपूर दबाव डाला कि संबंधित कांट्रेक्टर पर लगाया गया यह समस्त दंड माफ कर दिया जाए. लेकिन नियम के खिलाफ इस दबाव को श्रीमती चटर्जी ने नहीं माना था.

इसके बाद सीसीएम/द.रे. ने अपनी तरफ से एक नोट जारी करके तत्कालीन सीनियर डीसीएम श्रीमती चटर्जी पर दबाव डाला कि संबंधित बेडरोल कांट्रेक्टर द्वारा जिन ट्रेनों में बेडरोल सप्लाई किया जा रहा है, उनमें कांट्रेक्टर के आदमी हटाकर रेलवे स्टाफ को लगाया जाए. इसके अलावा सीसीएम/द.रे. ने ठेके की शर्तों और रेलवे नियमों के खिलाफ एक आदेश जारी किया कि संबंधित बेडरोल कांट्रेक्टर तौलिया की जगह यात्रियों को 'पेपर नेपकिन' की सप्लाई करेगा.

महोदया, उल्लेखनीय है कि यह बात सभी अधिकारियों और यात्रियों को भी मालूम है कि कोई भी बेडरोल/लिनन कांट्रेक्टर ठेके की शर्तों के बावजूद यात्रियों को टावेल नहीं देता है. सीसीएम के नियम और ठेके की शर्तों के खिलाफ उपरोक्त अभूतपूर्व आदेश ने संबंधित ठेकेदार को भारी लाभ पहुंचाया है. तत्कालीन सीनियर डीसीएम श्रीमती मनीषा चटर्जी द्वारा दबाव को न मानने पर सीसीएम एवं डीआरएम दोनों ने उन्हें कांफिडंसियल नोट देने का एक सिलसिला ही चालू कर दिया और मीटिंग में तथा संबंधित कांट्रेक्टर के सामने दोनों उच्चाधिकारियों ने उन्हें अपमानित भी किया. अंतत: मार्च 2009 में बिना कार्यकाल पूरा हुए ही इस ईमानदार महिला अधिकारी (श्रीमती मनीषा चटर्जी) को हटाकर सीसीएम ने उनकी जगह सीनियर डीसीएम/चेन्नई के पद पर अपने एक खास चेहेते और महाभ्रष्ट अधिकारी श्री येशुरत्नम को बैठा दिया है, जो सारे समय श्रीमती चटर्जी द्वारा पूर्व में दिए गए आदेशों को रद्द करके दोनों हाथों से पैसा बटोरकर सीसीएम और डीआरएम सहित संबंधित बेडरोल कांट्रेक्टर को भी खुश करने में लगे हुए हैं.

2. दूसरा मामला चेन्नई सेंट्रल स्टेशन पर कैटरिंग स्टालधारकों के स्टालों को आईआरसीटीसी को न सौंपे जाने का है. महोदया, रेलवे बोर्ड की कैटरिंग पॉलिसी के अनुसार चेन्नई सेंट्रल स्टेशन के सारे कैटरिंग स्टाल करीब 3-4 साल पहले ही आईआरसीटीसी को ट्रांसफर कर दिए जाने चाहिए थे, लेकिन इन कैटरिंग स्टालधारकों से सीधा लाभ मिलने और स्टेशन पर कुछ वाणिज्य अधिकारियों द्वारा भी बेनामी कैटरिंग स्टाल चलाए जाने के कारण रेलवे बोर्ड के आदेशों के बावजूद आईआरसीटीसी को आज 4-5 साल बाद भी यह कैटरिंग स्टाल ट्रांसफर नहीं किए गए हैं.

श्रीमती मनीषा चटर्जी ने सीनियर डीसीएम/चेन्नई का चार्ज लेने के बाद इन सभी कैटरिंग स्टालों ï(स्टेटिक कैटरिंग यूनिट्स) को आईआरसीटीसी को ट्रांसफर करने की दिशा में एक ज्वाइंट प्रोसीजर ऑर्डर (जेपीओ) दि. 23.12.2008 को जारी करके आईआरसीटीसी को ट्रांसफर करने की प्रक्रिया शुरू की थी, परंतु सीसीएम/.रे. और नोडल ऑफीसर सीसीएम/पीस/.रे. तथा डीआरएम/चेन्नई की स्टालधारकों के साथ मिलीभगत के चलते स्टालधारकों ने चेन्नई हाईकोर्ट में मामला दाखिल करके जेपीओ के खिलाफ स्थगनादेश लेने की कोशिश की. स्टालधारकों को मदद करने और इस इरादे से कि रेलवे द्वारा इस मामले पर कोर्ट में विरोध किए जाने पर स्टालधारकों को एक्सपार्टी स्टे ऑर्डर (स्थगनादेश) मिल जाएगा, सीसीएम, सीसीएम/पीएस और डीआरएम ने हाईकोर्ट में रेलवे का पक्ष रखने के लिए रेलवे के किसी वकील को हाजिर ही नहीं होने दिया.

महोदया, परंतु इसी दरम्यान आईआरसीटीसी ने टेंडर जारी करके नये कैटरिंग स्टालों का आबंटन नये ठेकेदारों को कर दिया था. इन नये स्टालधारकों ने जब हाईकोर्ट में अपना पक्ष रखा, तब कोर्ट ने पुराने स्टालधारकों की याचिका को सिरे से रद्द कर दिया. सीसीएम एवं डीआरएम के तमाम प्रयासों के बावजूद कि कोर्ट का स्टे आर्डर पुराने ठेकेदारों के पक्ष में एक्सपार्टी हो जाए, कोर्ट द्वारा नहीं माना गया.

महोदया, यहां यह बताना/जानना जरूरी है कि चेन्नई सेंट्रल स्टेशन के पुराने स्टालधारकों से जहां रेलवे को मात्र 45 लाख रु. की सालाना लाइसेंस फीस प्राप्त होती है, वहीं आईआरसीटीसी द्वारा नियुक्त किए गए नये स्टालधारकों से सालाना करीब 4 करोड़ रु. की लाइसेंस फीस रेलवे/आईआरसीटीसी को मिलने वाली है. परंतु भ्रष्ट अधिकारियों की मनमानी के चलते इस करोड़ों रु. की रेलवे रेवेन्यु का नुकसान रेलवे को हो रहा है.

3. अब स्थिति यह है कि ईमानदार महिला अधिकारी श्रीमती मनीषा चटर्जी को ट्रांसफर के बाद उनके द्वारा दि. 23.12.2008 को जारी किए गए जेपीओ को डीआरएम/चेन्नई ने रद्द कर दिया है और पुराने स्टालधारकों को रेलवे बोर्ड के आदेशों एवं चेन्नई हाईकोर्ट के निर्णय की अवमानना करते हुए चेन्नई सेंट्रल स्टेशन पर बनाए रखा है. जबकि पुराने स्टालधारकों को हाईकोर्ट के आदेशानुसार दि. 30.06.2009 तक स्टेशन/प्लेटफार्म से हटा दिया जाना चाहिए था और नये नियुक्त हुए स्टालधारकों को स्टेशन पर जगह का आवंटन करके बहाल कर दिया जाना चाहिए था, जिससे वह अपना व्यवसाय शुरू कर पाते. परंतु सीसीएम/.रे. और डीआरएम/चेन्नई तथा वर्तमान सीनियर डीसीएम/चेन्नई ने लिखित आदेश पारित करके स्टेशन मैनेजर एवं आरपीएफ को सख्त हिदायत जारी की है कि नये स्टालधारकों को स्टेशन परिसर में घुसने भी दिया जाए और पुराने स्टालधारकों को यथावत बने रहने दिया जाए. जबकि उपरोक्त अधिकारियों का यह लिखित आदेश सिर्फ रेलवे बोर्ड के आदेशों का उल्लंघन है बल्कि हाईकोर्ट के निर्णय की अवहेलना भी है.

महोदया, अब वर्तमान स्थिति यह है कि सभी पुराने स्टालधारक चेन्नई सेंट्रल स्टेशन पर अनधिकृत रूप से काबिज हैं और अपना अवैध कारोबार चला रहे हैं, जबकि नये स्टालधारकों , जो कि रेलवे को 4 करोड़ रुपए की लाइसेंस फीस सालना दे रहे हैं, को स्टेशन से बाहर रखने के लिए अवैध रूप से लिखित आदेश दिए गए हैं. इस पर रेलवे बोर्ड भी यह जानते हुए सिर्फ एक चिट्ठी लिखकर खामोश बैठा है कि उसके आदेशों की किस प्रकार सीसीएम/.रे. द्वारा धज्जियां उड़ाई जा रही हैं. इसका सबसे बड़ा कारण यही है कि इन पुराने स्टालधारकों, जिनके साथ कुछ स्थानीय वाणिज्य अधिकारी भी बेनामी तौर पर भागीदार (पार्टनर) हैं, द्वारा दोनों हाथों से सीसीएम, डीआरएम और सीनियर डीसीएम/चेन्नई को 'चढ़ावा' चढ़ाया जा रहा है. सीसीएम/.रे. श्री के. वी. नारायणदास हर हफ्ते हवाई मार्ग से अपने पैतृक निवास हैदराबाद जाते-आते हैं. उनके लिए इन हवाई टिकटों का इंतजाम कैटरिंग एवं बेडरोल कांट्रेक्टर करते हैं. एक कैटरिंग कांट्रेक्टर देवेंद्र प्रसाद को दिन भर श्री नारायणदास के चेंबर में बैठे देखा जा सकता है. बताते हैं कि देवेंद्र प्रसाद ने सीसीएम श्री नारायणदास को एक शानदार टाटा क्वालिस गाड़ी भी खरीदकर दी है.

महोदया, उल्लेखनीय है कि इससे पहले श्री नारायणदास सीसीएम/..रे. जबलपुर में भी रह चुके हैं. वहां भी सीमेंट एवं आयरन ओर लोडिंग कंपनियां इनके लिए हवाई टिकटों का इंतजाम करती थीं, क्योंकि यह उन कंपनियों को बारी से पहले रेक एलॉटमेंट/प्लेसमेंट और कई सुविधाएं मुहैया कराते थे. एक भ्रष्ट अधिकारी के रूप में जाने - जाने वाले श्री नारायणदास को आयरन ओर लोडिंग तथा वारफेज/डैमरेज माफ करने में घपलेबाजी के चलते ही ..रे. हुबली से हटाकर ..रे. जबलपुर भेजा गया था. जबलपुर में भी उनकी यही भ्रष्ट गतिविधियां जारी रहने से उन्हें वहां से हटाकर चेन्नई भेजा गया था. जहां वर्तमान में उनकी यह भ्रष्ट गतिविधियां यथावत जारी हैं.

महोदया, अत: अंत में आपसे यही अनुरोध है कि यात्रियों की सुविधाओं का ध्यान रखने तथा रेलवे में भ्रष्टाचार पर अंकुश लगाने की अपनी महत्वपूर्ण घोषणाओं के अनुरूप उपरोक्त विषय पर गहन जांच करवाएं तथा रेलवे बोर्ड और हाईकोर्ट के आदेशों का उल्लंघन करने के लिए सीसीएम/.रे. नोडल ऑफीसर सीसीएम/पीएस/.रे., डीआरएम/चेन्नई तथा वर्तमान सीनियर डीसीएम/चेन्नई, .रे. के खिलाफ उन्हें तुरंत उनके वर्तमान पदों से हटाकर गंभीर कार्रवाई करें और 'एग्जाम्प्लारी पनिशमेंट' दें. तभी व्यवस्था को चुस्त-दुरुस्त करने की आपकी इच्छा का एक सही संदेश जाएगा.
