The matter needs further investigations at the Vigilance directorate.
Railway board has issued orders for promotion of IRMS Doctors from Selection grade to Sr.Administrative grade on 14-10-09 but it seems all the rules & regulations governing promotion to SAG level (Addl.Secy.) have been set aside and Drs with doubtful integrity & even those with adverse entries in their ACRs of last 5 years have also been promoted eg. Dr SK Patoudi at Sr. No. 409 of the list has been served a chargesheet by CBI last year & is still under investigationsbut has been promoted to SAG.
The list is full of such irregularities and need to be re scrutinised by Vigilance deptt otherwise now there is no meaning of any ACR and any adverse entries in the same. Same is the case of Dr Malik who had adverse ACR's for 2 consecutive years but still he got SAG.
