इंजीनियरिंग विभाग झांसी :

करोड़ों रुपये के जोनल कार्यों में लग
रहा है रेलवे को लाखों रुपये का चूना


झांसी : डिवीजन के अन्तर्गत कानपुर लाइन पर लगभग 25 करोड़ रुपये के जोन वर्क कांट्रेक्ट चल रहे हैं। लेकिन सिविल इंजी. विभाग कानपुर सब डिवीजनमें कांट्रेक्टरों से बतौर कमीशन लाखों कमाकर मालामाल हो रहे एईएन और एसएसई/पी-वे वर्क्स आदि को इन कार्यों की गुणवत्ता की कोई फिक्र नहीं है। इन कार्यों में चिरगांव डिपो की बेलास्ट सप्लाई में रेलवे को जमकर चूनालगाया जा रहा है और इंजी. विभाग के अधिकारियों की नाक के नीचे चिरगांव एसएसई/पी-वे एवं एईएन द्वारा बड़े पैमाने पर एडजेस्टमेंट किया जा रहा है।
इस अवैध कमाई में अंधे हो रहे इन अधिकारियों द्वारा तो सप्लाई हो रही इस बेलास्ट की गुणवत्ता देखी जा रही है और ही इसकी साईज पर ध्यान दिया जा रहा है. परिणाम स्वरूप घटिया गुणवत्ता और बिना किसी साईज की बेलास्ट सप्लाई हो रही है. जैसे बेलास्ट के एक चट्टे की दो इंच हाईट कम दिखाने पर कम से कम 500 क्यू. मी. गिट्टी एडजेस्ट की जा रही है, जो रेलवे रेट से 50 हजार रुपये की हो जाती है. बेलास्ट चट्टों को एसएसई/पी-वे के ट्रॉलीमैन रामसिंह मानसिंह द्वारा नापा जोखा जाता है, जो कि सभी गैंगमैनों में से भी एसएसई के लिए उगाही करते बताये गये हैं. यही लोग बेलास्ट के सभी चट्टे नापते हैं और कोई जांच करने वाला नहीं है.
इसी तरह सहायक मंडल अभियन्ता एवं मंडल अभियंता के अधीन कई स्टेशनों पर खुले कुओं की सफाई (डिसिल्टिंग) का कार्य कराया जा रहा है, जो किसी भी अधिकारी से वेरीफाई नहीं कराया जाता है और मनमानी गहराई दिखाकर लाखों रुपयों का कारोबार चल रहा है. पता चला है कि ट्यूबेल बोरिंग तीन स्टेशनों पर की गयी है. हमीरपुर चौरहा, घाटमपुर स्टेशन पर कार्य किया गया. जिसमें बोरिंग की गहराई पाइप ज्यादा दिखाकर कम मोटाई पर लगाकर लाखों रुपयों का एडजेस्टमेन्ट किया गया है. सेक्शन में अर्थवर्क के कार्य स्टेशनों प्लेटफार्मों पर ब्लॉक लगाने के कार्य, सिरेमिक टाइल्स लगाने का कार्य ज्यादा बड़ी मात्रा में कराया जा रहा है. इन सभी कार्यों में 60 प्रतिशत से ज्यादा का एडजेस्टमेंट किया जा रहा है. ऐसी जानकारी प्राप्त हुई है.
इसका नमूना 27-12-09 को रेल मंडल प्रबंधक अशोक गुप्ता ने स्वयं देखा कि मनमाने ढंग से उरई हॉस्पिटल में नीले रंग की टाइल्स लगाई जा रही थी. इस पर डीआरएम ने संबंधित सभी अधिकारियों को डांट लगाई और नई निर्मित सड़क की गुणवत्ता देखकर भारी क्षोभ व्यक्त किया. इनके साथ-साथ रेलवे कॉलोनी उरई में बाउन्ड्री वॉल का कार्य नाली का कार्य, जूही स्टेशन पर छतों (रूफ लीकेज) का कार्य, पुखरायां स्टेशन में आरपीएफ चौकी का कार्य, 9 स्टेशनों पर ट्रैकमशीन रेस्टरूम निर्माण इत्यादि कार्य शायद मंडल को पता ही नहीं है. यह सभी कार्य एसएसई/ वर्क्स/स्पेशल वर्क को दिए गये हैं, जो कभी भी इन जगहों का निरीक्षण नहीं करता है जबकि यह सारे कार्य ठेकेदार के अकुशल लेबर से कराये जा रहे हैं. जिसके कार्यों की गुणवत्ता की जांच भी नहीं होती है और भुगतान कर दिया जाता है.
वर्तमान में पुलों के नीचे (वॉक्स पुसिंग) के कार्य चल रहे है। जिसमें कुशल एसएसई का रहना अति आवश्यक है. जैसे कि पुल नम्बर 1133 पर. इसी तरह से प्लास्टर में 1:6 सीमेन्ट मसाले की जगह 1:12 का, 15 एमएम की जगह 6 एमएम और चिनाई में 1:6 सीमेन्ट मसाले की जगह 1:16 का इस्तेमाल किया जा रहा है. इसके साथ ही गुम्मा-ईंट घटिया किस्म की लगाई जा रही है. जबकि रेलवे नियमानुसार सेकेन्ड क्लास (नं. 2) की ईंट लगाने का प्रावधान है.
ऐसे अनेकों उदाहरण यहां इंजी. विभाग में हैं. जिसको कलमबद्ध नहीं किया जा सकता, लेकिन मौके पर देखा जा सकता है. कई कर्मचारियों का कहना है कि कानपुर एईएन ऑफिस में 18 वर्षों से एक ही जगह पदस्थ ममता शर्मा, रेश्मा खान, बाबू इत्यादी कर्मियों का ट्रान्सफर अन्यत्र क्यों नहीं किया जा रहा है. जबकि रेलवे नियमानुसार 4 वर्ष में ट्रान्सफर हो जाना चाहिए. कर्मचारियों का कहना है कि सहायक मंडल अभियन्ता कानपुर इन दोनों बाबुओं द्वारा गैंगमैनों से अवैध वसूली करवाते हैं. बताते हैं कि उरई स्टेशन के कार्य की गुणवत्ता खराब होने के कारण ठेकेदार का बिल रोका गया है.
विभागीय जानकारी के अनुसार कानपुर एईएन द्वारा जोनल वर्क में ठेकेदार को फायदे के आइटमों का लाभ पहुंचाया जा रहा है. और अधिक सुविधा शुल्क के चलते कार्यों में गुणवत्ता नहीं दिखाई दे रही है. विभागीय सूत्रों से पता चला है कि आईओडब्ल्यू उरई की ठेकेदारों के साथ अन्दरूनी पार्टनरशिप भी चल रही है.? उरई आईओडब्ल्यू को क्यों नहीं वहां से हटाया जा रहा है, जबकि उसे विजिंलेस की चार्जशीट मिली हुई है.

08. Visits to Taj Mahal should be restricted to people holding UP passport only.

09. Relief for farmers in Maharashtra should not come from centre because that is the money collected as Tax from whole of India, so why should it be given to someone in Maharashtra ?

10. Let's support Kashmiri Militants because they are right in killing and injuring innocent people for benefit of their state and community......

11. Let's throw all MNCs out of Maharashtra . Why should they earn from us? We will open our own Maharashtra Mi karo soft, MH Pep see, Peru-Juice, Jhunka-Bhaakari, and MH Marutees of the world.

12. Let's stop using cell phones, emails, TV, foreign Movies and dramas unless James Bond speaks Marathi.

13. Lata-Ayee and Asha- Tai must be thrown out of Bombay ( very sorry : Amchee - Mumbai): they have earned more money singing other-languages songs.

15. We should be ready to die hungry or buy food at 10 times higher price but should not accept imports from other states.

16. We should not allow any industry to be setup in Maharashtra because all machinery comes from outside.

17. We should STOP using local trains... Trains are not manufactured by Marathi manoos (people).

18. Ensure that all our children are born, grow, live and die without ever stepping out of Maharashtra , then they will become true Marathi's.

Mamata to start 19 new trains on Feb 7
After flagging off Duronto Express, the fastest train ever to run on Indian tracks, railway minister Mamata Banerjee wants to inaugurate trains at record speed as well. She has chosen February 7 to start as many as 19 new train services. Out of these, 12 are brand new trains, while the seven others will get extended routes.

According to railway ministry sources, Banerjee is in a hurry to start the train services she had announced in her Budget in July last year. In her Budget speech, she had announced as many as 57 new trains, including 14 Duronto (non-stop).

Along with this, the railway minister had promised to extend the routes of 27 more trains.
As her next Budget is barely three weeks away, Banerjee needs to implement what she had announced earlier, before unveiling another set of new trains in the 2010-11 Budget, on February 24.

The list of new trains include two Duronto Express and a Shatabdi Express. The two Durontos will run on Lucknow-New Delhi and Allahabad-New Delhi routes. Banerjee will also inaugurate a Shatabdi Express, connecting Kanpur and New Delhi.

Such is the rush that she has chosen Kanpur (North Central Railway) as the single platform to flag off trains that fall in the jurisdiction of the North-East Frontier Railway (headquartered in Maligaon, Guwahati) or Southern Railway (Chennai).

In fact, apart from the Konkan Railway zone, the programme schedule of the minister in Kanpur has been sent to the general managers of all other 16 railway zones of this country.

All the trains will pass through Uttar Pradesh, many stopping at Kanpur. In the internal circular of the railway board sent to the GMs, the board says: 'If required, the above trains may be planned as special services for inaugural run and should pick up its regular service subsequently.'

Some railway officials see this note as an indication that while some of the trains may be inaugurated in principle, regular service may not begin in the near future.

Though Banerjee has indeed implemented most of her promises like Yuva, ladies special trains, Izzat schemes, she has so far been able to run only six out of her 14 pet Duronto trains. Some other trains promised in her last year's Budget are also awaiting green signal.

Shri Girish Pillai has taken over the charge of the post of Divisional Railway Manager, Western Railway, Mumbai Central with effect from 1st February, 2010.

Shri Pillai is a Senior Officer of Indian Railway Traffic Services 1981 batch. Prior to this, he was working as Executive Director (Perspective Planning) in the Railway Board, New Delhi, handling long term planning subjects including Dedicated Freight Corridor Project and International Co-operation.

Shri Pillai started his career on the Southern Railway and has worked on Western Railway and in the Railway Board in various important capacities. He has also worked outside the Railways in the Ministry of Earth Sciences.

I am ex. Dy. Chief Accounts Officer, from Western Railway, Mumbai, retired on 31st July 1995. I have submitted following representations on the above subject, but have not received any reply from any Govt. official so far nor have the grievances been addressed. It is possible that similarly placed and aggrieved Jr. Admn. Officers from Rlys. and other G.O.I. ministries must have submitted representations, but I am not aware. However,I am aware at least one similarly placed Rly. Officer, who retired as Senior Divisional Accounts Officer from SCR has submitted his representation.

I submitted my second representation on 4th March 2009 to The Secretary, [Staff Side], National Council [JCM], 13-C, Ferozeshah Road , New Delhi (copy enclosed].

Next representation was submitted on 22-7-09 to Shri Prithviraj ji Chavan, Hon’able Minister for Pension, G.O.I. [copy enclosed]

Next one was submitted on 23rd Sept. 2009, to The Chairman, Departmental Anomaly Committee, AND Adviser [Staff], Railway Board, Rail Bhavan, New Delhi . [Copy enclosed]

Next representation was submitted again to The Chairman Departmental Anomaly Committee, AND Adviser [Staff] Railway Board, Rail Bhavan as there were new developments.

Last representation has been submitted to Madam Mamta Banarjee, Hon’able, Minister for Railways, G.O.I. on 30-12-09.[copy enclosed].

It is submitted that request for information asked under RTI to know the reasons for improving only Selection Grade to Pay Band-4 and excluding JAG, though both JAG and SG were recommended in Pay Band-3 by the 6th CPC, has also been denied on the grounds that it is not possible to segregate the information asked from the records. [Copies of replies received in this regards are enclosed.]. It is pointed out that functions, duties, responsibilities etc. of JAG and SG officers in Rlys. are same.

It is requested that the matter may kindly be looked into for redresser of our grievances.

His contribution in implementation of Computerized Vehicle Guidance system on NF Railway and designing and introduction of Website for Management of RITES is significant.


Before joining as the Additional General Manager of Central Railway, he was working as Chief Operations Manager, Northeast Frontier Railway, Guwahati. During his tenure as Chief Operations Manager, NF Railway received the Best Operating Department Shield from Hon'ble Minister of Railways.
