निर्धारित समय पर नहीं दी जाती है आरटीआई एक्ट, 2005 के तहत मांगी गयी जानकारी

महोदय,

निवेदन है कि मैंने दिनांक 12.08.2009 (सन्दर्भ-1) को जनसूचना अधिकार (आरटीआई) अधिनियम, 2005 के तहत जानकारी पाने बाबत अपना आवेदन एपीआईओ/म.रे. (सन्दर्भ-2) के माध्यम से सीपीआईओ/रे.बो. को भेजा था, जो कि उन्हें दिनांक 20.08.2009 (सन्दर्भ-3) को मिल गया था.

महोदय, एपीआईओ II/रे.बो. ने दिनांक 07.09.2009 के अपने पत्र में मुझे सूचित किया था कि जैसे ही मांगी गयी जानकारी सम्बंधित डायरेक्टोरेट से मिलेगी वैसे ही मुझे उपलब्ध करा दी जायेगी.

महोदय, आज करीब तीन महीने बीतने जा रहे हैं, मुझे मेरी चाही गयी जानकारी उपलब्ध नहीं करायी गयी है. इस दरम्यान मैंने दो-तीन बार टेलीफोन पर एपीआईओ II/रे.बो. से बात करके जानकारी शीघ्र उपलब्ध कराने का भी अनुरोध किया, परन्तु 'जल्दी ही जानकारी भेज दी जायेगी' यह कहकर मुझे हर बार टाल दिया जाता है.

महोदय, रेलवे बोर्ड जन सूचना कक्ष द्वारा कभी-भी समय पर जानकारी नहीं दी जाती है. कृपया इस बात को भी नोट किया जाए.

महोदय, अतः आपसे अनुरोध/अपील है कि मेरे आवेदन (सन्दर्भ-1) में मेरे द्वारा मांगी गयी जानकारी अविलम्ब दिए जाने का आदेश दें. इसके साथ ही यह जानकारी निर्धारित समय पर देने के बजाय इतना ज्यादा विलंब क्यों किया गया, इसकी जांच करके सम्बंधित दोषी अधिकारियों के खिलाफ उचित दंडात्मक कार्रवाई की जानी चाहिए.

इंडियन रेलवे का आपरेटिंग रेशियो

पहुँच गया ११० से ११५ के बीच

मुंबई : मिली जानकारी के अनुसार इंडियन रेलवे का औसत आपरेटिंग रेशियो ११० से ११५ के आस पास पहुँच गया है, इससे रेल अधिकारियों में भारी चिंता पैदा हो गई है। सूत्रों के अनुसार मध्य रेलवे का क्युमुलेटिव आपरेटिंग रेशियो फिलहाल १३४ चल रहा है यानि १ रूपया कमाने के लिए मध्य रेलवे को १ रूपया ३४ पैसा खर्च करना पड़ रहा है। इसी तरह पश्चिम रेलवे का क्युमुलेटिव आपरेटिंग रेशियो करीब ११२ हो गया है। रेल अधिकारियों द्वारा इसका कारण यह बताया जा रहा है की फ्रेट लोडिंग में आई भारी गिरावट और पिछले दिनों छठवें वेतन आयोग का दिया गया बकाया भुगतान है। रेल अधिकारी इसका एक कारण पिछले ७-८ सालों से यात्री किरायों का न बढाया जाना भी बता रहे हैं। जबकि आए दिन कहीं न कहीं रेल दुर्घटनाएं हो रही हैं और रेलमंत्री अपनी राजनीति में व्यस्त हैं, और रेलवे बोर्ड में फाइलों का अम्बार लगा हुआ है। उधर ८ रेलों और उत्पादन इकाइयों के महाप्रबंधकों के पद खाली पड़े होने से सभी रेलों और उत्पादन इकाइयों का काम काज बुरी तरह प्रभावित हो रहा है। इन तमाम कारणों और आपरेटिंग रेशियो बढ़ने की वजह से कई रेल aधिकारी भारी शर्मिंदगी महसूस कर रहे हैं।

एनडबल्यूआर में एसी यूनिट्स

हायरिंग में लाखों का घोटाला

जयपुर : उत्तर पश्चिम रेलवे के चारों डिविजन एसी हायरिंग टेंडर्स में लाखों के घपले की शिकायत मिली है. जयपुर, अजमेर, जोधपुर, बीकानेर मंडलों में हर साल लाखों के ठेके दिए जाते हैं. क्योंकि हायरिंग में देने से रेलवे की मेंटिनेंस, रिपेयर आदि बच जाती है तथा स्टाफ की ज़रुरत भी नहीं रहती. ठेकेदार अपने खर्चे से एसी यूनिट्स लगाता है, उसे मेन्टेन करता है, अपना आदमी लगाता है तथा रेलवे से इसके बदले किराया चार्ज करता है और नियत अवधि के बाद एसी वापस ले जाता है. इस व्यवस्था से रेलवे को भी फायदा होता है क्योंकि न तो उसे एक साथ पैसे खर्च करके एसी लगाने पड़ते हैं और न मेंटेनेंस की झंझट रहती है. और ठेकेदार इसलिए खुस क्योंकि उसे अपना इनवेस्टमेंट इंटेरेस्ट सहित वापस मिल जाता है.

यहाँ तक तो ठीक है लेकिन जो बात सामने आई है वह यह है की रेलवे ठेका तो देती है नियम कायदे अनुसार लेकिन नीचे लेवल पर मिलीभगत से रेलवे को बराबर चूना लगाया जा रहा है और किसी को कोई खबर नहीं. यही तो आश्चर्य है ?

होता ये है की रेलवे रेट एक्सेप्ट करती है उसमे एक निश्चित स्पेसिफिकेशन होता है . जैसे की अगर १.५ टन विण्डो एसी लगाना है तो वो आईएस १३९१ पार्ट १ के अनुसार होगा और अगर २ टन स्प्लिट एसी लगाना है तो वो आईएस १३९१ पार्ट २ के अनुसार होगा . इन स्पेसिफिकाशन्स के एसी बाज़ार में डायरेक्ट उपलब्ध नहीं हैं तथा इन्हें स्पेशल आर्डर देकर बनवाना पड़ता है . चूँकि ठेकेदार को पैसे कमाना है इसलिए वो बाज़ार में उपलब्ध एसी जो उसे सस्ते में मिल जाते हैं उसे लगाता है और पैसे ओरिजनल के लेता है . अब कौन जाके वेरीफाई करे की जो माल लगा है वो स्पेसिफिकेशन के अनुसार है या नहीं, सबको सेफ या सही मटीरियल्स से क्या लेना देना . ठंडी हवा तो आ रही है चाहे वह कम हो या ज्यादा . क्या फर्क पड़ता है...?

ये बात तब उजागर हुई जब विजिलेंस ने जयपुर डिविजन का एक केस बनाया लेकिन विजिलेंस जाँच में इस बात का जिक्र ही नहीं किया गया बल्कि और दूसरी बिना मतलब की बातों का केस बनाया गया . कई तथ्य गायब कर दिए गए ताकि केस बन सके . अगर सही स्पेसिफिकेशन्स की बात होती तो विजिलेंस ऑफिसर खुद फँस जाते क्योंकि वह खुद अपने सीनियर डीईई के कार्यकाल में घटिया एसी लगवाकर ठेकेदार को फायदा करवा चुके थे . अब चूँकि विजिलेंस ऑफिसर ने खुद गलती की तो केस कैसे बने...? केस बनाना था की घटिया एसी लगवाकर बिल क्यों पास किये गए लेकिन उल्टा केस बना दिया की एसी कम कीमत के थे और ज्यादा पैसा दिया गया . ये बात और है की जिस अफसर ने जयपुर डिविजन का केस बनाया उसने अपने सीनियर डीईई, बीकानेर के टेनोर में उसी पीरियड में जो रेट दिए वह जयपुर डिविजन के रेट से ज्यादा थे लेकिन विजिलेंस ऑफिसर के खिलाफ भी कभी केस बनता है क्या ?

अपने अफसर को बचाने में पड़ी विजिलेंस कंपनी की बात मानने को तैयार नहीं जिसने लिखकर दे दिया है की रेलवे में सप्लाई किये गए एसी आईएस के अनुसार नहीं हैं . क्योंकि अगर ये बात सिद्ध हो जाती है तो फंसे हुए अफसर छूट जायेंगे और छूटे हुए अफसर फँस जायेंगे जेसमे विजिलेंस के लोग भी शामिल हैं . अब बिल्ली के गले में घंटी कौन बांधे...?

मजे की बात यह है की इन्क्वायरी ऑफिसर को भी यह समझा दिया गया है की एसी सही है अब चूँकि आईओ ट्रैफिक डिपार्टमेंट के हैं तो उनको यह बारीकियाँ कैसे समझ आयेंगी . चूँकि विजिलेंस इसमें गलत इन्वेस्टिगेशन करके फंसा हुआ है इसलिए सही बात का पता कैसे लगे . इन नासमझों के कारण रेलवे को लगातार नुकसान होता जा रहा है जो अब लाखों में पहुँच चूका है .

विजिलेंस इस डर से चुप है की अगर जाँच करें तो नए केस खुलेंगे और पुराने केस बंद हो जायेंगे क्योंकि पुराना केस ही गलत ढंग से कुछ अफसरों को फंसाने के लिए बनाया गया है . जिसके प्रमाणित होने से रेलवे बोर्ड नाराज होगा वो अलग .

साथ ही एक बात और भी सामने आई है की विजिलेंस में सक्षम ऑफिसर हैं ही नहीं तो इन्क्वायरी कौन करेगा . जो हैं रेलवे बोर्ड और सीवीसी के पिट्ठू हैं . न समझने को तैयार न कुछ करने को तैयार . नुकसान रेलवे का उन्हें क्या फर्क पड़ता है .

ऐसे भ्रष्ट अफसरों के विरूद्व तुंरत रेलवे बोर्ड कार्रवाई करे तथा इस तरह के भ्रष्टाचार करने वालों को सजा दे, चाहे वह विजिलेंस का आदमी ही क्यों न हो .

11 killed in train-truck collision in UP

Gonda : At least eleven people were killed and several others were injured when a truck collided with a train at an unmanned railway crossing under Nawabganj police station area here today.

Superintendent of Police A Padmaja told UNI that most of the deceased were travelling in the Gorakhpur-Ayodhya passenger train when the accident occurred.

The SP said that the truck was overloaded with sand and collided with the train.

The train was overcrowded with passengers who were going to Ayodhya on the occasion of Kartik Purnima.

The injured were rushed to the hospital, Ms Padmaja said.

However, further details are awaited.
INTRODUCTION OF AJMER-BHOPAL
EXPRESS FROM 1ST NOVEMBER, 2009


Mumbai : As announced in Rail Budget 2009-10, a new train 9656/9655 Ajmer-Bhopal Express will run w.e.f. 1st November, 2009.

Train No.9656 Dn Ajmer – Bhopal Express will leave from Ajmer everyday from 1st November, 2009 at 21.25 hrs and reach Bhopal at 11.25 hrs next day while Train No.9655 Up will leave from Bhopal at 17.00 hrs every day from 2nd November, 2009 and arrive Ajmer at 06.30 hrs next day. The train will have III AC, II class sleeper and II class general coaches. Enroute the train will halt at Nasirabad, Bijaynagar, Bhilwara, Chanderiya, Chittaurgarh, Nimbahera, Neemuch, Mandsor, Ratlam, Khachrod, Nagda, Ujjain, Maksi, Berchha, Kalisindh, Akodia, Shujalpur, Kalapipal, Sehore, Bairagarh.

"DIDI DERAILED"

Way back in 1999, when the prototype of an indigenous anti-collision device (ACD) was first tested in Goa, Mamata Banerjee was the railways minister. Next year, she travelled on a locomotive fitted with the prototype and approved its implementation for the Konkan Railway. Here we are a decade later; while the ACD is reportedly working with 99.9% efficiency in the Konkan corridor, it has yet to be implemented countrywide. Had that happened, the Goa-Sampark Express may not have rammed into the Mewar Express near Mathura last week, killing 22 and calling railways safety into question once again.

We hadn’t even begun to grapple with why the Mathura accident happened or what it said about negligence by personnel or about unreliable equipment, when the Rajdhani imbroglio occurred. An already unstable situation is now layered with Maoist nitroglycerine. A Delhi-bound Rajdhani Express was reined in around Bhubaneswar for over seven hours by PCAPA rebels demanding the release of their leader Chhatradhar Mahato, among other things. As much trouble as the passengers endured, things could have gotten much worse if the rebels had proved more obdurate. Because, in the end, they gave way before the crisis escalated. Nitish Kumar, Bihar CM & former Union railways minister, said that the vast railways network across the country makes it very, very difficult for the Centre and the states to provide security along all the tracks. There are two security issues we must address here, one concerning the railways machinery and the other concerning the Maoist apparatus. On both fronts, the state’s failures have been indefensible. Anchoring the two together is minister Mamata.

She is asking for President’s rule in her state once again. What she will have a hard time tackling is that the group that stopped the Rajdhani, the PCAPA, is one that enjoyed her party’s support until a short period ago. Brickbatting between the CPM and Mamata, therefore, looks likely to put safety on the backburner once again. Meanwhile, two side-effects are likely to be exacerbated. SCR : SALIENT FEATURES OF TIME TABLE
CAME INTO FORCE FROM 01-11-2009

Secunderabad : The new Southern Region Railway Time Table covering South Central Railway, Southern Railway, South Western Railway and Konkan Railway will come into force from 1st November, 2009.

The salient features of this Time Table like introduction of new trains, provision of additional stoppages, change in train timings & numbers, which will come into effect from 1st November 2009 ie, are as follows:-

I. INTRODUCTION OF NEW TRAIN:

Train. No. M-173 / M-174 Vijayawada – Guntur – Vijayawada Passenger will run daily and will have enroute Commercial Stoppages at Krishnacanal, Mangalagiri, Nambur and Pedakakani. Train. No. M-173 will depart from Vijayawada at 12:30 hrs and arrive Guntur at 13:30 hrs. Train. No. M-174 will depart from Guntur at 14:00 hrs and arrive Vijayawada at 15:00 hrs.

II. PROVISION OF STOPPAGES:

Train. Nos. 2705 / 2706 Guntur – Secunderabad – Guntur express will be provided stoppage at Mangalagiri station.

III. CHANGE OF TRAIN NUMBER:

Train No.7091 / 7092 Secunderabad – Patna – Secunderabad Express is speeded up and converted into Superfast express. The train number is changed to 2791 / 2792 Secunderabad – Patna – Secunderabad Superfast Express.

IV. CHANGE IN TRAIN TIMINGS:

Train No. 2791 / 2792 Secunderabad – Patna – Secunderabad Superfast Express will run on revised timings. Train No. 2791 Secunderabad- Patna Superfast Express will depart from Secunderabad at 10:00 hrs instead of 22:00 hrs and arrive at Patna at 19:05 hrs the next day instead of 9:50hrs the second day. Train No. 2792 Patna – Secunderabad Superfast Express will depart from Patna at 12:05 hrs instead of 16:30 hrs and arrive at Secunderabad at 21:30 the next day instead of 2:30 hrs the second day. All the existing stoppages of Train No. 7091 / 7092 will continue for this train also.

WCR : 2 new trains from Bhopal

Bhopal : Two new trains have been introduced from the state capital in the new time table which would be effective from November 1, railway sources said here today.

Bhopal-Pratapgarh Express (weekly) via Lucknow and Bhopal-Ajmer Express(daily) had been introduced while Gorakhpur Lokmanya Tilak Superfast Express (daily), Dadar-Varanasi Superfast Express (daily), Lucknow-Bangalore Superfast Express (weekly via Raibareli) and Nizamuddin-Bangalore Rajdhani Express (Thrice a week via Kachiguda) would pass throught Bhopal division.

Besides, Shree Ganganagar-Nanded Express (weekly via Delhi) and Durg-Jaipur Express (weekly via Bina) would also go through Bhopal division.

The railways also extended the route, number of days, train numbers and speed of several trains from November 1, the sources said.

China Launches First-Ever Private Railway


BEIJING : Even as Chinese president Hu Jintao was telling an audience in Beijing that the government will stick to the path of socialism on October 1, a quite capitalistic revolution was taking place in distant Sanxi province in north China.

The first-ever private railway project began construction on the 60th anniversary of the Communist revolution. It may seem like a modest beginning for the project’s private owners but the business focus is clear as the project will link coal mines of Sanxi.

Another project that will bring China’s rail network very close to the border of Myanmar went in into operation late September. This project connecting two towns in Yunnan province is now being extended to connect Ruili, the Chinese outpost on the Myanmar border.

The move has great strategic significance for India’s military brass closely watching the development of transport infrastructure in the border regions. The Indian army is already worried about another Chinese plan to extend the Tibet railway to Nepal making it easy for Beijing to move troops and ammunition close to the Indian border.

Song Xiude, chief of Kunming Railway Bureau, recently told reporters in Yunnan that the line will be linked to the South East Asian rail network via a 350-km-long railway being constructed between Dali and Ruili, a city on the Sino-Myanmar border. Construction of the Dali-Ruili railway began last year and is slated for completion in 2014, the official media said.

China’s first privately funded rail project will link the towns of Jiafeng and Nanchenpu over a stretch of 64.29 kilometers. The $340 million rail line will have six stops and pass through six counties in Sanxi province. It has been funded by two private companies-the Broad Union Investment Management Group Co., Ltd. And ufeng Railway Construction Investment Co., Ltd. –besides the local state run Railway Bureau of Zhengzhou.

Shen Zhou, the project manager for the Dali project in Yunnan said construction of the like included 47 tunnels and 76 bridges.

"Geological problems such as landslides, quicksand, cave-in were persistent through the entire process of construction, and we have built a 5,800-meter-long tunnel in a stratum known as tuff, a type of rock composed of compacted volcanic ash, which is the world's first of the kind," Shen said.
